Mission and Program Overview

Mission

Motivation Education & Training, Inc. (MET) is a private nonprofit 501(c)(3) organization that has served rural areas of southeast Texas since 1967. MET's mission is to empower and inspire rural and underserved populations through motivation, education, and training. Operating across Texas, Louisiana, Kentucky, Minnesota, North Dakota, New Mexico, and Wyoming, MET provides employment training, family services, and community-based programs through a network of service centers. The organization serves some of America's most vulnerable populations, including children and families, fathers and father figures, veterans and service members, migrant and seasonal farmworkers, and senior citizens. While MET's scope is broad, its focus remains on being a force for positive regional change. The organization's vision is to be the most trusted partner in building strong, self-sustaining rural and underserved communities through empowerment and opportunity.

This organization was founded for the purpose of providing academic and vocational training to migrant and seasonal farm workers, with the objective of furthering economic self-sufficiency for MET participants. While serving farm workers is still the cornerstone of the agency's mission, MET has broadened its scope to include initiatives that target low-income and disadvantaged populations throughout the agency's service area.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Public Access to Information Returns - Form 990 is completed by the Director of Finance and a copy of the final version is emailed to each board member before it is filed. It is then reviewed at the board meeting upon completion. MET is then required to make the Form 990 Information Return available to the public upon request. This return is maintained by the Director of Finance and is available for viewing when requested. Copies of the return will be provided at the requester expense.

Form 990, Part VI, Section B, Line 12C

Employees and officers engaged in the award and administration of contracts must disclose when there is conflict of interest. Such employees or officers shall be removed from the participation in the selection, award, or administration of the contract where any real or apparent conflict of interest is present. Such a conflict would arise when the employee or officer or any member of his or her immediate family or an organization which employs or is about to employ any of the parties indicated has a financial or other interest in the organization selected for an award.

Form 990, Part VI, Section B, Line 15

Key personnel consist of the Executive Director, Director of Finance, program Directors, and program Managers. Should one of these positions need to be filled, approval is requested by all affected government agencies by which such prior approval is required. An annual salary survey is conducted during which salaries for these key positions are reviewed.

MET Inc. has made its governing documents, conflict of interest policy, exemption application, annual 990 and other financial statements available to the public during the tax year. Total Number of Volunteers - There are approximately 3,116 number of volunteers including volunteer members of our organization's governing body, who provided volunteer services during the reporting year of 07/01/2017 - 06/30/2018. This number constitutes a reasonable estimate and is based on the following: HHS volunteers are tracked per form 4310 which is generated through Child Plus software. This software services 75% of Headstart (HHS) children. At this time we have 2,723 volunteers tracked in MET's reporting year. These volunteers range from partnerships with parents, high schools, colleges, medical services, and numerous other resources available in our community. Although this represents a large number of our volunteers; we have several other volunteers streams outside of the HHS Grants. These include; eight (8) permanent volunteer members that serve on MET's Inc. Board of Directors, five (5) permanent volunteers that donate their time to our Youth Build program as advisory commission members and of course approximately 600 host agency supervisors that train monitor the SCSEP participants assigned to their agencies.

Form 990, Part III, Line 2

Our organization took on a new grant funded program during this current reporting cycle that was not previously reported on the prior year 990. This program, entitled "YouthBuild", is administered by the Employment and Training Administration's Office of Workforce Investment, Division of Youth Services. It is a community-based pre-apprenticeship program that provides job training and educational opportunities for at-risk youth ages 16-24 who have previously dropped out of high school. Youth learn vocational skills in construction, as well as in other in-demand industries, including health care, information technology, and hospitality. Youth also provide community service through the required construction or rehabilitation of affordable housing for low-income or homeless families in their own neighborhoods. Youth split their time between the vocational training work site and the classroom, where they earn their high school diploma or equivalency degree, learn to be community leaders, and prepare for postsecondary training opportunities, including college, apprenticeships, and employment. YouthBuild includes significant support systems, such as a mentoring, follow-up education, employment, and personal counseling services; and participation in community service and civic engagement.

David Ecklund, CPA, CCIFP $71,100.00 in service expenditures for non-employees as reported on the 2017 1099 for services in completing MET Inc's Single Audit Requirements. (Single Audit fulfills the requirement in Subpart F of the OMB Uniform Guidance. It entails a rigorous organization-wide examination of our agency based on the factor that METexpends $750,000 or more of federal assistance received for our operations.

The purpose is to promote school readiness of children ages birth to five from low-income families by supporting their development in a comprehensive way. This is achieved by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social and other services to enrolled children and families. In addition, our agency offers home-based services in which dedicated staff conduct weekly visits to children in their own home and work with the parent as the child's primary teacher.
