The Form 990 is prepared by the Controller's Office in consultation with other University offices, reviewed within the Controller's office, the office of General Counsel and Human Resources, reviewed by PricewaterhouseCoopers as the paid preparer, reviewed by the Vice President for Finance and the President together with senior management before it is provided to the trustees.

Form 990, Part VI, Line 12C Conflict of interest policy

A conflict of interest questionnaire is completed annually by officers, directors, trustees, key employees and other disqualified persons. Members of the University's Board of Trustees and senior management may, from time to time, be associated, either directly or through interlocking board memberships, with entities doing business with the University. The University employs a conflict of interest policy that requires any such associations be disclosed in writing on an annual basis. When such associations exist, measures are taken to mitigate any actual or perceived conflict, including recusal of the board member from any decisions involving the entity doing business with the University. The transactions with the entities associated with trustees or senior management are not considered to be significant and may include investment management, common participation in investment vehicles, or the purchases of goods or services. When the University enters into such transactions, the prices are set at fair market value and the terms are no less beneficial than those offered to others in the ordinary course of business.

Form 990, Part VI, Line 15A Process to establish compensation of top management official

Compensation of the organizations' officers is determined by the CORD Committee of the Board of Trustees based on comparability data. The deliberations and decisions of the CORD Committee of the Board of Trustees are contemporaneously documented as are all meetings of the board and its committees. Further detail is provided in Schedule J, Part III.

Schedule D, Part III, Line 4 Collections of art - description of collections

The University accepts, from time to time, donations of art, historical treasures or similar assets. Such items are available for public exhibition and scholarly research. The University is a steward of these assets, preserving them for future generations. The asset amount reported for art held for public exhibition includes the construction and installation costs for outdoor sculpture.

Schedule D, Part V, Line 4 Intended uses of endowment funds

The University's endowment earnings distribution policy guides the rate at which funds are released from the endowment for current spending. The policy reflects the desire to balance the current resource needs of the University with the long-term objective of preserving the purchasing power of the endowment for future generations and ensuring reasonable year-over-year stability of future endowment payouts. Under the policy, allowable endowment spending is between four percent and six and one-half percent of the trailing three year average endowment market value, with a targeted range of four and one-half percent to five and one-half percent in the intermediate range. Endowment contributions include Board-approved transfers from other institutional funds and other additions for which there is no specific line on the schedule.

Schedule D, Part X, Line 2 FIN 48 (ASC 740) footnote

The University and its subsidiary corporations did not have any material income tax liabilities for the years ended June 30, 2018 and 2017. The University has no financial reporting requirements for uncertain tax positions for the years ended June 30, 2018 and 2017.

Rice University is accredited by the Southern Association Of Colleges And Schools Commission On Colleges (SACS-COC), Accreditation Board For Engineering And Technology (ABET), International Association for Management Education (AACSB International), National Architectural Accrediting Board (NAAB), and the Texas Education Agency (TEA). Rice serves approximately 4,000 undergraduate and 3,000 graduate students, as well as 13,000 life-long learners. For the cohort entering Fall 2012 the six-year undergraduate graduation rate is 94.7 percent. Rice offers more than 50 undergraduate majors across six schools of study: Social Sciences, Natural Sciences, Engineering, Humanities, Music and Architecture. In conjunction with various majors, students can take courses that satisfy the requirements for admission to medical, dental, law or graduate school, or that lead to teacher certification. The Jones School of Business launched an online MBA program, Mba@Rice, to deliver education to working professionals with extensive experience who may not have the option to study on campus. The university also offers online courses for credit and for life-long learning, both during the academic year and in summer sessions. Rice University has an undergraduate student-to-faculty ratio of 6 to 1. In general, classes are small enough for each professor to know every student's name, so there is ample opportunity for personal attention. Rice is ranked among the top 20 nationally by the US News and World Report in the 2019 edition, and the Princeton Review ranked Rice No. 1 for "Happiest Students" and "Lots of Race/Class Interactions" in the 2018 edition, along with high rankings for "Best Quality Of Life" and "Best Health Services". In Kiplinger'S "300 Best College Values For 2018," Rice ranks No. 5 among private universities and No. 8 among private and public schools combined. Rice offers advanced degrees in the Humanities, Liberal Studies, Social Sciences, Natural Sciences, Engineering, Architecture, Music, and Business. Graduate programs are small to medium-sized, offering the opportunity to work closely with graduate advisors. Proximity to both the Houston Museum District and the renowned Texas Medical Center allows for exceptional access to the visual arts as well as cutting-edge biomedical research. The many interdisciplinary centers and institutes enhance the experience of students across all disciplines. Rice's Moody Center for the Arts offers an experimental platform for creating and presenting works in all disciplines, a flexible teaching space to encourage new modes of learning and a forum for creative partnerships with visiting national and international artists. open and accessible to the public, The Moody Center is dedicated to interdisciplinary collaboration in the arts, sciences and humanities. The Rice Music and Performing Arts Center is currently under construction. This music and opera building is expected to be open to students and the general public in July 2020. The Susanne M. Glasscock School of Continuing Studies provides lifelong personal and professional development opportunities to the larger community. The school attracts more than 16,000 enrollments each year to its non-credit and credit programs. Rice is located in Houston, Texas, the nation's fourth-largest city, the energy capital of the world and a dynamic international business and cultural center, on a 300-acre, tree-lined campus just a few miles from downtown. Undergraduate students are given free Metro passes for public transportation; including the light rail system which has two stations located a block from campus. The university operates free shuttle bus routes that each include the campus, off-campus graduate student housing, and local shopping centers and attractions. Houston boasts 189 museums, opera, ballet, symphony and theater, and four professional major league sports teams. Rice's res
