As part of this mission, Little Dixie Community Action Agency operates several programs including public transit, low-income housing, Self-Help housing, job creation and small business support, and a variety of youth services including Head Start, mentoring and child advocacy.

“OTHER PROGRAM SERVICES 4: TRANSPORTATION Provision of public transportation services, funded by federal grants, local contracts and participation fees. Transportation expenses are approximately 9% of program service expenses. 1,003,724 miles were driven with accounting for 105,648 passenger trips provided by a fleet of 48 vehicles. 13,034 elderly clients were served and 30,626 trips for passengers with disabilities were provided. OTHER PROGRAM SERVICES 5: ECONOMIC DEVELOPMENT Foster economic and industrial development in a three county enterprise community. Economic Development expenses are approximately 4% of total program service expenses.Business Loan Program 2 new business loans were made and 58 loan clients were counseled and assisted.Intermediary Program Little Dixie was designated by the Rural Housing Services division of USDA/Rural Development as an Intermediary assisting certified loan packagers in Kansas, Arkansas, Louisiana, Missouri, Nebraska and Oklahoma. In 2019, we assisted 10 non-profit agencies in those states with 28 packagers.State Parks More than 250,000 people visited one or more of the four State Parks operated by Little Dixie. These include: Clayton Lake State Park, Group Camps (located within Beavers Bend State Park), Hugo Lake State Park and Raymond Gary State Park.Technical and Management Assistance Programs T&MA staff provided training and monitoring to 22 self-help housing grantees in Region II with approximately $24 million in Rural Development 502/504 construction/rehab budgets and approximately $5 million in Rural Development Section 523 administrative budgets.”

“Little Dixie Community Action Agency, Inc. qualifies as an organization exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code. LDCAA is subject to a tax on income from any unrelated business. LDCAA has no unrelated business income for 2019 or 2018. The accounting standards on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, LDCAA may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the organization and various positions related to the potential sources of unrelated business taxable income (UBIT). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for fiscal years 2019 and 2018. LDCAA files forms 990 in the U.S. federal jurisdiction and the State of Oklahoma. Federal and state income tax statutes dictate that tax returns filed in any of the previous three reporting periods remain open to examination. Currently, LDCAA has no open examinations with the Internal Revenue Service or the Oklahoma Tax Commission.”

All partners are working together with the common goal of improving early childhood service systems, increasing age-appropriate developmental skills among 3 year-old children, and reducing developmental disparities.Broken Bow Early Learning Center - This one-stop child care facility serves children from birth through 12 year of age. The three-star facility is licensed for 64 children. In 2019, a total of 90 youth were served.Child and Adult Care Food Program (CACFP) - Provided training and monitoring to 155 daycare homes in 38 counties. CACFP providers receive reimbursements for serving nutritious meals. |
