Additional Explanations

Form 990, Page 2, Part III, Line 4A

The arkansas state employees association (asea) consists of approximately 12,500 active members and an additional 2,000 retired and associate members. Our 2020 highlights included: protecting state retiree benefits: asea was successful in working with elected officials and state administration in reversing decisions to eliminate retirees pharmacy benefit plan and reduce the annual cost of living adjustment granted to retires pension. As the result of these actions asea has formally set up the retirees benefit committee comprised a volunteer retirees and add-ed two additional retiree at large board positions. Scholarship awards: we awarded seventeen one thousand dollar in-state scholarships. This can be attributed to our decision to hold our annual conference virtually going forward. Board retreat: last winter asea hosted a retreat for its board members to focus on creating and preparing a legislative retirement package to present to the board of the arkansas public employ-ees retirement system. In 2018 there was legislation introduced intended to improve the financial stability of the system that would lessen the future benefit of active employees and reduce the cur-rent benefit for retirees. Asea worked with the other groups in the apers system and was suc-cessful in holding off the introduced legislation. Our board, understanding the importance of maintaining a healthy retirement system presented a package of design benefit changes that they felt would improve the system and could be absorbed by the members without negative affects. This package was adopted by the apers board and is currently being introduced in this years general assembly.

Balance represents funds used for the payment of scholarships under the john f. Motes scholarship fund. The fund awards a number of scholarships annually in the amount of 1,000 each. Accumulated contributions are designated by management for the purpose of paying scholarships awarded to a selected number of members, or descendants of members, of asea on an annual basis. Amounts have been reclassified as unrestricted net assets in previous filing years, as they are not restricted by donors.

OUR 2020 HIGHLIGHTS INCLUDED: PROTECTING STATE RETIREE BENEFITS: ASEA WAS SUCCESSFUL IN WORKING WITH ELECTED OFFICIALS AND STATE ADMINISTRATION IN REVERSING DECISIONS TO ELIMINATE RETIREES PHARMACY BENEFIT PLAN AND REDUCE THE ANNUAL COST OF LIVING ADJUSTMENT GRANTED TO RETIRES PENSION. AS THE RESULT OF THESE ACTIONS ASEA HAS FORMALLY SET UP THE RETIREES BENEFIT COMMITTEE COMPRISED A VOLUNTEER RETIREES AND ADD-ED TWO ADDITIONAL RETIREE AT LARGE BOARD POSITIONS. IN 2018 THERE WAS LEGISLATION INTRODUCED INTENDED TO IMPROVE THE FINANCIAL STABILITY OF THE SYSTEM THAT WOULD LESSEN THE FUTURE BENEFIT OF ACTIVE EMPLOYEES AND REDUCE THE CUR-RENT BENEFIT FOR RETIREES. ASEA WORKED WITH THE OTHER GROUPS IN THE APERS SYSTEM AND WAS SUC-CESSFUL IN HOLDING OFF THE INTRODUCED LEGISLATION. OUR BOARD, UNDERSTANDING THE IMPORTANCE OF MAINTAINING A HEALTHY RETIREMENT SYSTEM PRESENTED A PACKAGE OF DESIGN BENEFIT CHANGES THAT THEY FELT WOULD IMPROVE THE SYSTEM AND COULD BE ABSORBED BY THE MEMBERS WITHOUT NEGATIVE AFFECTS. THIS PACKAGE WAS ADOPTED BY THE APERS BOARD AND IS CURRENTLY BEING INTRODUCED IN THIS YEARS GENERAL ASSEMBLY.
