“Metroplan amended it's bylaws to create an executive committee on October 3, 2018.”

“Membership of the Organization is made up of governmental units. Any county or city governmental unit located within the "Little Rock - North Little Rock Metropolitan Statistical Area" as designated by the United States Census Bureau may become members of the Organization upon complying with the provisions of the Organization's By-laws.”

“Each member of the Organization is entitled to one vote on the Board of Directors.”

“The Organization does not currently provide copies of the final Form 990 to each voting member of the Organization's governing body before it is filed with the IRS. Instead, the Organization's Executive Director and Administrator review the Form 990 for completeness and accuracy before filing as authorized by the governing body.”

“Compliance information is requested from each Board member on an annual basis and any necessary disclosures are transmitted to the appropriate authority.”

“Comparable information is gathered every two years by telephone and Internet survey. A salary range for each position is developed from this information. Supervisors are given the ranges and reviews are held with staff before approval of projected salaries are requested from the Executive Director. The Executive Director in turn reviews the supervisors and uses the same process to set their salaries. The Board of Directors sets the Executive Director's salary upon evaluations from each member of the Board and by recommendation of the Compensation Committee.”
