Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: CalBikes legislative work was limited due to the pandemic, but significant progress was made nevertheless. SB 400 included e-bikes as a clean mobility option in the Clean Cars for All Program, allowing low-income households in the five largest air quality management districts who wish to trade in their old polluting cars for an e-bike. Safer bikeway design was mandated when AB 1266 was passed, requiring Caltrans to include better intersection designs in its manuals. Other bills we worked on require climate and environmental justice considerations to be included in the next California Transportation Plan, Amtrak to take passengers on its buses even if theyre not connecting with a train, and housing and transportation agencies to coordinate better. Finally, we defeated a bill that would have allowed regional agencies to take over more of the Active Transportation Program and threaten the equity gains we made in the program.

IRS990/Desc0Complete Streets - SB 127In October of 2019, Governor Newsom vetoed Senate Bill 127 that would have required the inclusion of safety improvements for walking and biking every time the agency repaved or repaired a street with funds from the State Highway Operations and Protection Program (SHOPP). After the veto, CalBike worked to hold the Governor to his word that Caltrans could implement the policy without a legislative mandate, meeting nearly weekly with allies and agency representatives in regular meetings of formal committees and ad hoc meetings to review plans and processes. By June of 2020, Caltrans complete streets policy is a national model for outreach processes and consideration of equity, although work remains to be done to allow for public appeal of bad decisions by Caltrans.

The summit helped build power for our movement through impactful speakers, direct criticisms of government officials, challenging debates about racism in planning and advocacy, illuminating insights about best practices, inspiring stories of triumph, and the unparalleled joy of networking. Ongoing monthly calls among leaders and outreach to support mobility justice advocates also helped contributed to the movements strength.

After the veto, CalBike worked to hold the Governor to his word that Caltrans could implement the policy without a legislative mandate, meeting nearly weekly with allies and agency representatives in regular meetings of formal committees and ad hoc meetings to review plans and processes. By June of 2020, Caltrans complete streets policy is a national model for outreach processes and consideration of equity, although work remains to be done to allow for public appeal of bad decisions by Caltrans.
