Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Our advocacy to enable more people to bicycle in California employs four main strategies: (1) building the infrastructure, starting with communities that need it the most, using designs that make it easy for everyone to bicycle, not just athletic and confident people; (2) mainstreaming the bicycle in all of California's cultures;(3) protecting bicyclists' rights through education, improvements in enforcement, and by changing the law to improve bicyclists' rights; and (4) strengthening the movement, especially at the local level where our local partners advocate in their communities. Our "Bikeways to Everywhere" initiative covers strategy 1; the summit and conference is mostly strategy 4. Program expenses include two main programs from strategies 2 and 3. One is our work to expand open streets events and bike share programs. These events put official stamps of approval on bicycling as a community activity and as a transportation option, respectively. The other is our work to change the Vehicle Code to make more explicit the right it gives to bicyclists to ride side-by-side in most circumstances.

IRS990/Desc0Our most important program is our Bikeways to Everywhere Initiative. It has two general goals; Increasing funding for bicycle infrastructure in California, with an emphasis on supporting the historically disadvantaged communities that need that funding the most; and improving bikeway design so that bikeways are safe and attractive for almost everyone not just the confident riders who predominate among riders today. Our work to increase funding resulted in proposals to add from $80 million to $200 million to the Active Transportation Program, the state's only dedicated fund for walking and biking infrastructure. Those proposals were included in a larger transportation funding proposal that could find bipartisan support in the Legislature. Our work did result in a successful $10 million increase in the ATP and an increase in funding for bike/ped projects in the Affordable Housing and Sustainable Communities grant program. Our work to improve bikeway design resulted in the approval of a new kind of bikeway: a "class 4 separated bikeway", or "protected bike lane." Such designs had been practically illegal in California. After approval, we advised Caltrans on the specifics of the designs and promoted the designs in handsome brochures distributed to mayors, city councils, and chief transportation officials (traffic engineers, public works and transportation directors) in the state's 50 most populous cities.

We work to achieve this mission through four key strategies, chosen by consensus of our leaders, members of local partners, and other stakeholders in 2012 when we developed our strategic plan: (1) build the infrastructure to make it safe and easy for everyone to ride bikes, (2) make bicycling more mainstream, (3) protect and enhance bicyclists' rights, and (4) strengthen the movement of local advocacy.

IRS990/ProgSrvcAccomActy2Grp/Desc0We convened the state's leading active transportation advocates in two important events in this fiscal year; the California Bicycle Summit: Equity in Motion in San Diego in November 2015 and the Transportation Equity Summit in Sacramento in May 2016. The San Diego event included about 250 bicycle advocates, planners, bicycle and transportation industry representatives, elected officials, and activists for racial, gender, and economic equity. Activists from around the state and around the world shared their successes and challenges in promoting equity and community building through bicycling; planners and policymakers shared exciting changes afoot in the private and public sectors; and all of us participated in challenging discussions on how the bicycle advocacy movement can better include and benefit California's diverse communities. The Sacramento event was held in partnership with TransForm, an allied transportation and land use reform advocacy organization and included an Advocacy Day when most participants met with their legislators to urge their support for a package of bills that advanced transportation equity. The goal of the event was to educate participants about the connections between transportation policy, land use, housing, economy, and social justice. A half day of workshops and presentations was followed by an evening reception and then a full day of meetings.

IRS990/ProgSrvcAccomActy3Grp/Desc0One of our key strategies, to make bicycling more mainstream, led to success in three campaigns this year: support of electric bikes, encouragement of Open Streets events, and bicycle purchase incentives. We support electric bikes because they benefit people who may be discouraged from bicycling due to limited physical fitness, age, disability or convenience. Electric bikes are especially important for senior citizens, parents with children, people with disabilities, and people whose trips involve steep hills or whose work commutes are within the 5-20 mile range and who traditionally drive. We sponsored and won legislation to lift the ban against low-speed electric bikes on bicycle paths, creating the national model for regulating such devices. One of the successes of this strategy was the inclusion of electric bike share as an eligible expense in the $8 million Air Resources Board Mobility Options program. We also hosted the state's first "Open Streets Summit" as part of the California Bicycle Summit to encourage more of these events that have attracted millions of Californians to enjoy their streets on foot and on bike, including most who don't consider themselves "bicyclists." Our campaign to establish a new program to reduce the price of high-quality bicycles, especially electric bikes, in the state's Clean Vehicle Rebate Program, has prompted the Air Resources Board to consider the idea where previously they dismissed it outright. Our next step is to sponsor research to prove the concept.
