IRS990/Desc0Complete Streets - CalBike worked to change policy at the California Department of Transportation (Caltrans) to require the inclusion of safety improvements for walking and biking every time the agency repaved or repaired a street with funds from the State Highway Operations and Protection Program (SHOPP), a $4.2 billion program, the states largest. Too often, Caltrans refuses to implement safety improvements because the improvements might delay motor vehicle traffic even by just a few seconds. We worked with local leaders, allied agency staff, and legislators to change practice, leading up to the introduction of Senate Bill 127. We organized more than 80 organizations and thousands of individuals to support the bill.

IRS990/ProgSrvcAccomActy2Grp/Desc0Advocacy and Power-building for Better Biking and Healthier, More Equitable Communities -CalBike worked to make sure that transportation investments work to address historical inequities in public investments and was very successful. Thanks to our work to shape the guidelines of the Active Transportation Program that distributes $220 million per year, at least 80% of the funding went to communities identifies as disadvantaged communities. In June 2019, we gathered 30 mobility justice advocates in Sacramento for the first annual Mobility Justice Advocates Convening where leaders of grassroots transportation justice community organizations developed strategies to influence decision makers at the State Capitol. CalBike also worked to connect active transportation advocacy to the climate emergency by influencing the states report on Senate Bill 150. The 2018 Progress Report on Californias Sustainable Communities and Climate Protection Act was a landmark admission by the state that we are doing next to nothing to prevent a climate catastrophe in the transportation sector which accounts for nearly half of all greenhouse gas emissions. This report will be a huge benefit to our advocacy going forward.

We supported the following bills which passed into law: Assembly Bill 2363 that created the Vision Zero Task Force, administered by the California State Transportation Agency to identify steps the state should take to reduce traffic fatalities and serious injuries eventually to zero; AB 2447 to require environmental impact reports to assess a projects impact on environmental justice; Senate Bill 1029 that created the Great Redwood Trail Agency to manage the conversion of unused railroad right-of-way into a world-class off-road bike path through the rural northwest of the state; AB 3124 that extended legal limits on bus length to permit some transit operators to install three-bike racks on the front of their buses.
