Mission

CEERT designs and fights for policies that advance clean, renewable, energy and climate solutions for California and the West. CEERT's team of professional staff, active board members, expert consultants, and clean-technology and environmental affiliates carry out our work through a set of focused advocacy programs. We act as participants and intervenors before all the major governmental energy, climate, and air-quality agencies. CEERT is pressing for the necessary changes in grid operations, renewable procurement, and climate policies that will enable California to reach its groundbreaking new energy and greenhouse-gas reduction goals, and put the entire Western region on the path to a low-carbon electric system and a clean-energy future.

Financial Statement Notes

Part X : FIN48 Footnote

The preparation of financial statements in conformity with accounting principles generally accepted in the United States of America requires CEERT to report information regarding its exposure to various tax positions taken. CEERT has determined whether any tax positions have met the recognition threshold and have measured the exposure to those tax positions. Management believes that CEERT has adequately addressed all relevant tax positions and that there are no unrecorded tax liabilities. Federal and state tax authorities generally have the right to examine and audit the previous three years of tax returns filed. Any interest or penalties assessed to CEERT are recorded in operating expenses. No interest or penalties from federal or state tax authorities were recorded in the accompanying financial statements.

IRS990/Desc0In 2012, CEERT's significant program accomplishments included:1. Winning an important victory with the California Public Utilities Commission's (CPUC's) Proposed Decision on local capacity requirement (LCR) procurement, which followed many of CEERT's recommendations, especially on the CPUC requiring, for the first time, that "preferred" resources - energy efficiency, demand response, and renewable generation - be used to meet long-term procurement needs.2. Providing ongoing leadership in the Desert Renewable Energy Conservation Plan (DRECP), which will guide energy and conservation planning for 22 million acres of California desert, and has a target of 20,324 MW in renewable generation capacity over the plan's 30-year timetable. CEERT advocated for the DRECP to strike a careful balance between conservation and energy planning, and for greater consideration of the wind and solar industries' needs.3. Playing a lead role in the negotiations that led to the January 2012 filing of unprecedented joint environmental and solar industry comments to the Secretary of the Interior on the Bureau of Land Management's Solar Programmatic Environmental Impact Statement (PEIS). The comments proposed a foundation for the PEIS's solar development program.4. Identifying deficiencies in the investor-owned utilities' 2012 Renewable Portfolio Standard (RPS) Plans, including their failure to contract with renewables projects in the Imperial Valley and their imposing inappropriate limitations on renewables procurement. A CPUC final decision required the utilities to provide assessments of Imperial offers and contracted projects in their future plans.5. Advocating that greenhouse-gas allowance revenues in the state's new cap-and-trade program be used to fill in gaps in incentives for promising clean energy technologies that are currently underfunded.6. Strongly opposing a proposal by two utilities and the California Independent System Operator that called for relying almost exclusively on procurement of additional gas-fired generation, rather than aggregated preferred resources such as demand response and energy efficiency, to provide the grid with flexible ramping capacity.7. Advocating for mitigating renewables' grid-integration costs through improved forecasting, scheduling closer to flow, demand-side management, and regional Balancing Authority coordination.8. Working to establish regulatory and pricing policies that will spur the deployment of advanced technologies that capture methane from dairies, feedlots, farms, food processors, and wastewater treatment plants, and use that biogas to generate clean power.9. Holding a series of meetings with the Los Angeles Times editorial board and reporters to give them a deeper understanding of the ways the Los Angeles Department of Water and Power and other regional utilities are over-invested in coal, and the risk that poses to ratepayers.10. Working with California Air Resources Board staff on an implementation plan for achieving Governor Brown's goal of over 1.5 million zero-emission vehicles on California roads by 2025.
