IRS990/Desc0EducationEvery spring, Housing California produces the nation's largest annual conference on affordable homes and homelessness, drawing more than one-thousand attendees which include nonprofit and for-profit housing developers, homeless-service providers, government officials, elected officials, financial institutions, green building and energy efficiency experts, housing and homelessness advocates and resident leaders and organizers from affordable developments. The three-day event includes forward thinking keynote speakers, workshops led by the best and the brightest in the industry, exhibitors, numerous networking events and a coordinated lobby day in the state capitol. During 2015, Housing California hosted its largest conference in a decade with over 1,100 attendees, 75 workshops and full exhibit hall. The keynote speakers were Assembly member David Chiu and MIT Professor Kent Larson.

IRS990/ProgSrvcAccomActy2Grp/Desc0Coalition Building and AdvocacyThe Organization works to assist with the implementation of new laws and the design of effective programs - most recently with California's Affordable Housing and Sustainable Communities and Veterans Housing and Homelessness Prevention programs. From a legislative advocacy standpoint, 2015 was a tremendously successful year for Housing California. We sponsored our largest bill package ever with six bills. Of the 30 bills we supported, 17 made it to the Governor and 15 were signed (including six of our top-priority bills). None of the four bills we formally opposed made it through the Legislature. This year's success reflects tremendous advocacy in the state Capitol, strong coalitions and partners, and the growing strength of the Residents United Network (RUN).Highlights include:Youth experiencing homelessness will have easier access to education.1) High school - Free GEDs and high-school equivalency exams (SB 252)2) College - Priority access for on-campus housing (AB 1228)More parents experiencing homelessness will have access to childcare and housing.1) Increased access to childcare, so parents can work toward stabilizing their families by finding jobs, places to live, and other basic necessities (AB 982)2) Increased access to stable housing ($15 million increase in the CalWORKs Housing Support Program)Insurance companies no longer able to discriminate against landlords who rent to people receiving rental assistance. 1) Housing California sponsored a bill that now prevents insurance companies from canceling the insurance of landlords who rent to people with who receive housing assistance (such as Section 8 or other rental subsidies) (AB 447).Existing funding was protected.1) Another key goal of ours was protecting the Affordable Housing and Sustainable Communities Program (AHSC) under Cap-and-Trade. With help from our partners in the Sustainable Communities for All Coalition, AHSC funding remained in-tact this year. With the first round of funding awards behind us, the Strategic Growth Council has released the Round 2 Draft Guidelines (see below) and will distribute $400 million in 2016. The biggest surprise this year for me was the governor's signing of AB 2, which allows the creation of Community Revitalization Investment Authorities. These entities have many of the powers of former redevelopment agencies including tax-increment financing. Housing California worked closely with Western Center on Law and Poverty and California Rural Legal Assistance Foundation to get 25 percent designated for housing that's affordable and to include strong anti-displacement provisions. We will be watching closely to see how effective this bill is for local infrastructure financing.

Housing California is committed to values based communication and shares this approach with housing advocates throughout California - most recently hosting a four-day statewide Advocates College using the latest communication framing techniques. The Organization views communication and framing as important and evolving components of successful advocacy. Housing Californias messaging, framing, fact sheets, reports and other educational materials are used regularly by advocates statewide.The Organizations primary means of communication include its website (www.housingca.org), email listserv, Facebook page and Twitter account.
