Mission

Project Second Chance, Inc. was established to support the Contra Costa County Library Adult Literacy Program, Project Second Chance (PSC). Project Second Chance offers literacy instruction and has helped approximately 6,500 adults improve their reading, writing and spelling skills. Project Second Chance offers one-on-one basic literacy instruction to people who struggle with basic literary tasks.

Form 990, Part VI, Line 4: Description of Significant Changes to Organizational Documents

Changes to Policies:Investment Policy Amendments-amended on 1/13/2020 and 5/11/2020 to reflect the following changes: reduce the required number of Committee members to 3, reduce the required number of committee meetings to semi-annually, provide for regular Investment Committee reporting to full Board, and change the acceptable range for portfolio diversification.Document retention policy-implemented a document retention policy.

Form 990, Part VI, Line 11B: Form 990 Review Process

Form 990 and related reports are presented/made available for review by board members at a board meeting. As instructed in bylaws, Form 990 and supporting financials are at the corporate office and available upon request. The current fiscal year financial statements and form 990 were reviewed by the treasurer and another board member who has a financial background. An independent accountant has been hired for the current fiscal year to assist in preparation of Form 990. The treasurer will review Form 990 in addition to the independent certified public accountant.

The organization ensures no conflict of interest is applicable with respect to new members and annually requires officers, directors, and trustees to disclose conflicts of interest.

Project Second Chance, Inc. maintains an endowment fund for the purpose of funding two full years of program expenses should the state, federal and county funding, for Project Second Chance, be discontinued or withdrawn.
