PARENTS VOLUNTARILY PARTICIPATE IN SERVICES PROVIDED IN THEIR HOMES SO THEY CAN LEARN HOW TO RECOGNIZE AND RESPOND TO THEIR BABIES' CHANGING DEVELOPMENTAL NEEDS, USE POSITIVE DISCIPLINE TECHNIQUES, COPE WITH THE DAY-TO-DAY STRESS OF PARENTING IN HEALTHY WAYS, AND SET AND ACHIEVE SHORT-AND LONG-TERM GOALS. SPECIALLY TRAINED SUPPORT WORKERS HELP THEM IMPROVE THEIR PARENTING SKILLS AND ACHIEVE GOALS THAT INCREASE FAMILY STABILITY AND SELF-SUFFICIENCY. IN MARCH 2020, THIS PROGRAM PRIMARILY SERVED FAMILIES THROUGH TELEHEALTH INSTEAD OF HOME VISITS DUE TO THE ONSET OF COVID-19. DURING THE YEAR, THIS PROGRAM MET OR EXCEEDED ALL OF ITS GOALS. IN 2020, HEALTHY FAMILIES SERVED 396 FAMILIES CONSISTING OF 820 CHILDREN AND 420 ADULTS. 100% OF THE CHILDREN WERE FREE FROM ABUSE/NEGLECT DURING SERVICE, AND 99% WERE FREE FROM ABUSE AND NEGLECT AT ONE-YEAR FOLLOW-UP. COST SAVINGS: UP TO $105,131 FOR EVERY CHILD REMAINING WITH THEIR FAMILY AND OUT OF THE THE CHILD WELFARE SYSTEM. HEALTHY FAMILIES PREVENTS ABUSE AT AN AVERAGE COST OF $2,100 PER CHILD ANNUALLY.

WHEN YOUNG CHILDREN GROW UP IN ENVIRONMENTS WHERE THERE IS VIOLENCE, NEGLECT, MENTAL ILLNESS, OR SUBSTANCE ABUSE, THE STRESS CAN BE TOXIC TO THEIR DEVELOPING BRAINS. BUT WE CAN INTERVENE TO PREVENT THIS DAMAGE. SCIENTIFIC RESEARCH DEMONSTRATES THAT WE CAN MAKE A DIFFERENCE IF WE: 1. WORK TO CONNECT FAMILIES TO NEEDED COMMUNITY-BASED SERVICES TO DECREASE THE STRESS, AND, 2. BUILD STRONG, LOVING PARENT-CHILD RELATIONSHIPS THAT PROTECT AND HEAL THE BRAIN FROM TRAUMA AND STRESS. OUR GOAL IS A YOUNG BRAIN FOCUSED ON LEARNING RATHER THAN A BRAIN FOCUSED ON SURVIVAL. IN MARCH 2020, THIS PROGRAM PRIMARILY SERVED FAMILIES THROUGH TELEHEALTH INSTEAD OF HOME VISITS DUE TO THE ONSET OF COVID-19. IN 2020, CHILD FIRST SERVED 99 FAMILIES WITH CHILDREN BIRTH TO FIVE. 98.4% OF CHILDREN ENROLLED DID NOT HAVE A VERIFIED FINDING OF MALTREATMENT AFTER 60 DAYS OF SERVICE, AND 96% OF CHILDREN AGES 0 TO 5 ENROLLED IN CHILD FIRST DID NOT HAVE A DCF VERIFIED FINDING OF MALTREATMENT WITHIN 365 DAYS OF PROGRAM DISCHARGE. THIS PROGRAM ALSO RECEIVED TWO NATIONAL ACCREDITATIONS FROM CHILD FIRST AND THE COUNCIL ON ACCREDITATION (COA) FOR CHILDREN AND FAMILIES.

THIS PROGRAM PROVIDES INDIVIDUALIZED CARE, COMPREHENSIVE, FAMILY-DRIVEN MENTAL HEALTH SERVICES, AND FLEXIBLE TREATMENT STRATEGIES FOR AT-RISK AND HIGH-RISK CHILDREN AND THEIR FAMILIES ACROSS PALM BEACH COUNTY. THIS PROGRAM SERVES CHILDREN AND THEIR FAMILIES FROM BIRTH TO TWENTY-TWO TO INCLUDE YOUNG ADULTS IN HIGH SCHOOLS AND ALTERNATIVE SCHOOL SETTINGS. IN MARCH 2020, THIS PROGRAM PRIMARILY SERVED FAMILIES THROUGH TELEHEALTH INSTEAD OF HOME VISITS DUE TO THE ONSET OF COVID-19. IN SEPTEMBER 2020, THERAPISTS WHO CO-LOCATED IN SCHOOLS RETURNED TO THE SCHOOLS AND PROVIDED THERAPEUTIC SERVICES IN THE SCHOOL AND TELEHEALTH TO STUDENTS WHO VIRTUALLY RECEIVED THEIR EDUCATION. IN 2020, THIS PROGRAM SERVED A TOTAL OF 267 ADULTS AND 296 CHILDREN. 81.75% OF THE STUDENTS HAD A REDUCTION IN MENTAL HEALTH SYMPTOMS AND MAINTAINED SCHOOL AND HOME STABILITY.

THE GOAL OF TOPWA IS TO LOWER THE NUMBER OF BABIES BORN WITH PRENATAL DRUG EXPOSURE AND HIV INFECTION. THE PROGRAM OFFERS SUPPORTIVE, EDUCATIONAL AND CLIENT-CENTERED OUTREACH SERVICES TO LOWER THE RISK FOR HIV INFECTION AND/OR SUBSTANCE ABUSE. IN 2020, FAMILIES FIRST ENGAGED 180 PREGNANT, HIGH-RISK WOMEN; 100% OF THE FOURTEEN BABIES BORN TO TOPWA MOTHERS, WHO WERE HIV POSITIVE, TESTED NEGATIVE TO HIV WITHIN FIVE MONTHS. SINCE 1999, 100% OF BABIES BORN TO HIV+ MOTHERS HAVE TESTED NEGATIVE FOR HIV. COST SAVINGS: $21,768 PER YEAR FOR EVERY CHILD BORN FREE FROM HIV.KIN SUPPORT PROJECT, A NATIONAL ACCREDITED PROGRAM THROUGH THE COUNCIL ON ACCREDITATION FOR CHILDREN AND FAMILIES, GUIDES RELATIVE CAREGIVERS RAISING A LOVED ONE'S CHILDREN IN FINDING AND ACCESSING LEGAL AND OTHER NEEDED SERVICES. ITS GOAL IS TO KEEP CHILDREN OUT OF THE CHILD WELFARE SYSTEM. IN COLLABORATION WITH LEGAL AID SOCIETY OF PALM BEACH COUNTY, INC., FAMILIES FIRST KIN SUPPORT PROJECT EDUCATES AND EMPOWERS GRANDPARENTS, AUNTS, UNCLES AND SIBLINGS CARING FOR A RELATIVE'S CHILD BY INCREASING THEIR KNOWLEDGE AND USE OF COMMUNITY RESOURCES AND LEGAL SERVICES. PROGRAM STAFF COUNSEL ON A WIDE VARIETY OF ISSUES AND CONCERNS, NOT THE LEAST OF WHICH INCLUDE OBTAINING ECONOMIC BENEFITS, EDUCATIONAL SERVICES, LEGAL SERVICES, FINANCIAL GUIDANCE AND HEALTH INSURANCE. ACCESS TO SUPPORT GROUPS FOR RELATIVE CAREGIVERS AND THERAPEUTIC SERVICES ARE OFFERED. IN 2020, THE KIN SUPPORT PROJECT SERVED 51 FAMILIES INCLUDING 111 CHILDREN AND 58 ADULTS. FAMILIES THAT REMAINED IN SERVICE, OR WERE SUCCESSFULLY CLOSED DID NOT RESULT IN FOSTER CARE PLACEMENTS, A 100% SUCCESS RATE. COST SAVINGS: $105,131 FOR EVERY CHILD REMAINING WITH FAMILIES AND OUT OF THE CHILD WELFARE SYSTEM.BRIDGES TO SUCCESS IS A NATIONAL ACCREDITED PROGRAM THROUGH THE COUNCIL ON ACCREDITATION FOR CHILDREN AND FAMILIES. THIS PROGRAM IS A COMBINATION OF HOUSING AND SERVICES INTENDED AS A COST-EFFECTIVE WAY TO HELP FAMILIES LIVE MORE STABLE, PRODUCTIVE LIVES, AND IS AN ACTIVE (COMMUNITY SERVICES AND FUNDING) STREAM ACROSS THE UNITED STATES. BRIDGES TO SUCCESS PROVIDES TEN UNITS OF PERMANENT HOUSING WITH SUPPORTIVE SERVICES TO FAMILIES RESIDING IN PALM BEACH COUNTY (BELLE GLADE, PAHOKEE AND ROYAL PALM BEACH). THE PROGRAM COORDINATOR HELPS EACH FAMILY SET THEIR OWN GOALS TO BECOMING SELF-SUFFICIENT. IN 2020, FAMILIES FIRST SERVED 13 FAMILIES THAT INCLUDED 28 CHILDREN AND 20 ADULTS. 100% OF THE FAMILIES MAINTAINED A SAFE AND FUNCTIONAL LIVING SPACE AND PERMANENT HOUSING FOR THE YEAR. TWO FAMILIES SUCCESSFULLY EXITED PERMANENT SUPPORTIVE HOUSING IN 2020 AND ACHIEVED SELF-SUFFICIENCY. COST SAVINGS: HOMELESS SERVICES COST $31,000 YEARLY; PERMANENT SUPPORTIVE HOUSING COST $10,000; SAVINGS $21,000 PER FAMILY.
