Form 990 is prepared by the audit firm templeton and company and the draft is reviewed by the ceo and director of finance and administration and then presented to the finance committee for review. A final version of the 990 is presented to the board of directors for review. Once reviewed, the 990 is filed and posted on the agency's web site.

PARENTS VOLUNTARILY PARTICIPATE IN HEALTHY FAMILIES SO THEY CAN LEARN HOW TO RECOGNIZE AND RESPOND TO THEIR BABIES' CHANGING DEVELOPMENTAL NEEDS, USE POSITIVE DISCIPLINE TECHNIQUES, COPE WITH THE DAY-TO-DAY STRESS OF PARENTING IN HEALTHY WAYS, AND SET AND ACHIEVE SHORT AND LONG-TERM GOALS. IN 2019, HEALTHY FAMILIES SERVED A TOTAL OF 394 FAMILIES WHICH CONSISTED OF 869 CHILDREN AND 421 ADULTS. 100% OF THE CHILDREN WERE FREE FROM ABUSE/NEGLECT DURING SERVICE AS WELL AS ONE YEAR POST SERVICE. COST SAVINGS: UP TO $105,131 FOR EVERY CHILD REMAINING WITH THEIR FAMILY AND OUT OF THE CHILD WELFARE SYSTEM. HEALTHY FAMILIES PREVENTS ABUSE AT AN AVERAGE COST OF $2,100 PER CHILD ANNUALLY.

A CLINICIAN AND CARE COORDINATOR PROVIDE SERVICES THAT INCLUDE COMPREHENSIVE ASSESSMENT OF CHILD AND FAMILY NEEDS, OBSERVATION AND CONSULTATION IN EARLY CARE AND EDUCATION SETTINGS, PARENT-CHILD MENTAL HEALTH INTERVENTION, DEVELOPMENT OF A FAMILY AND A CHILD PLAN OF CARE, AND CARE COORDINATION/CASE MANAGEMENT. IN 2019, THIS PROGRAM SERVED 68 FAMILIES CONSISTING OF 147 CHILDREN AND 108 ADULTS. 89.29% OF FAMILIES SUCCESSFULLY COMPLETED THIS EVIDENCE-BASED PROGRAM AIMED AT REDUCING THE NEGATIVE LONG-TERM DEVELOPMENTAL IMPACT OF STRESS AND TRAUMA ON THEIR INFANTS AND TODDLERS ABOVE THE NATIONAL AVERAGE OF 50%. 97.4% OF CHILDREN AGES BIRTH TO FIVE WHO ENROLLED IN CHILD FIRST DID NOT HAVE A DCF VERIFIED FINDING OF MALTREATMENT WITHIN 365 DAYS OF PROGRAM DISCHARGE.

THE GOAL OF TOPWA IS TO LOWER THE NUMBER OF BABIES BORN WITH PRENATAL DRUG EXPOSURE AND HIV INFECTION. THE PROGRAM OFFERS SUPPORTIVE, EDUCATIONAL AND CLIENT-CENTERED OUTREACH SERVICES TO LOWER THE RISK FOR HIV INFECTION AND/OR SUBSTANCE ABUSE. IN 2019, FAMILIES FIRST ENGAGED 227 PREGNANT, HIGH-RISK WOMEN; 100% OF THE NINE BABIES BORN TO TOPWA MOTHERS, WHO WERE HIV POSITIVE, TESTED NEGATIVE TO HIV WITHIN SIX MONTHS. SINCE 1999, 100% OF BABIES BORN TO HIV+ MOTHERS HAVE TESTED NEGATIVE FOR HIV. COST SAVINGS: $21,768 PER YEAR FOR EVERY CHILD BORN FREE FROM HIV.KIN SUPPORT PROJECT, A NATIONAL ACCREDITED PROGRAM THROUGH THE COUNCIL ON ACCREDITATION FOR CHILDREN AND FAMILIES, GUIDES RELATIVE CAREGIVERS RAISING A LOVED ONE'S CHILDREN IN FINDING AND ACCESSING LEGAL AND OTHER NEEDED SERVICES. ITS GOAL IS TO KEEP CHILDREN OUT OF THE CHILD WELFARE SYSTEM. IN COLLABORATION WITH LEGAL AID SOCIETY OF PALM BEACH COUNTY, INC., FAMILIES FIRST KIN SUPPORT PROJECT EDUCATES AND EMPOWERSGRANDPARENTS, AUNTS, UNCLES AND SIBLINGS CARING FOR A RELATIVE'S CHILD BY INCREASING THEIR KNOWLEDGE AND USE OF COMMUNITY RESOURCES AND LEGAL SERVICES. PROGRAM STAFF COUNSEL ON A WIDE VARIETY OF ISSUES AND CONCERNS, NOT THE LEAST OF WHICH INCLUDE OBTAINING ECONOMIC BENEFITS, EDUCATIONAL SERVICES, LEGAL SERVICES, FINANCIAL GUIDANCE AND HEALTHINSURANCE. ACCESS TO SUPPORT GROUPS FOR RELATIVE CAREGIVERS AND THERAPEUTIC SERVICES ARE OFFERED. IN 2019, THE KIN SUPPORT PROJECT SERVED 60 FAMILIES INCLUDING 126 CHILDREN AND 70 ADULTS. FAMILIES THAT REMAINED IN SERVICE, OR WERE SUCCESSFULLY CLOSED DID NOT RESULT IN FOSTER CARE PLACEMENTS, A 100% SUCCESS RATE. COST SAVINGS: $105,131 FOR EVERY CHILD REMAINING WITH FAMILIES AND OUT OF THE CHILD WELFARE SYSTEM.BRIDGES TO SUCCESS, A NATIONAL ACCREDITED PROGRAM THROUGH THE COUNCIL ON ACCREDITATION FOR CHILDREN AND FAMILIES, IS A COMMUNITY-BASED COLLABORATIVE PROJECT BETWEEN ADOPT-A-FAMILY AND FAMILIES FIRST. THIS PROGRAM IS A COMBINATION OF HOUSING AND SERVICES INTENDED AS A COST-EFFECTIVE WAY TO HELP FAMILIES LIVE MORE STABLE, PRODUCTIVE LIVES, AND IS AN ACTIVE (COMMUNITY SERVICES AND FUNDING) STREAM ACROSS THE UNITED STATES. BRIDGES TO SUCCESS PROVIDES TEN UNITS OF PERMANENT HOUSING WITH SUPPORTIVE SERVICES TO FAMILIES RESIDING IN PALM BEACH COUNTY (BELLE GLADE, PAHOKEE AND ROYAL PALM BEACH). THE PROGRAM COORDINATOR HELPS EACH FAMILY SET THEIR OWN GOALS TO BECOMING SELF-SUFFICIENT. IN 2019, FAMILIES FIRST SERVED 10 FAMILIES THAT INCLUDED 14 CHILDREN AND 16 ADULTS. 100% OF THE FAMILIES MAINTAINED A SAFE AND FUNCTIONAL LIVING SPACE AND PERMANENT HOUSING FOR THE YEAR. ONE FAMILY SUCCESSFULLY EXITED PERMANENT SUPPORTIVE HOUSING IN 2019 AND PURCHASED HER OWN HOME. COST SAVINGS: HOMELESS SERVICES COST $31,000 YEARLY; PERMANENT SUPPORTIVE HOUSING COST $10,000; SAVINGS $21,000 PER FAMILY.
