An initial draft of Form 990 is prepared by an independent CPA and presented to the management of NEMCS for review. The executive director and fiscal director may propose changes which will be discussed and incorporated into a final draft. Prior to filing, the final draft is made available to the finance committee of the board of directors in connection with the presentation of the annual audit.
