“Membership in the association shall be open to any firm, corporation, partnership, or private entity engaged, at a minimum, in the business of operating a franchised multi-channel cable telecommunications system within the state of alabama. The association has two classes of membership, system members and associate members. Each system member is entitled to one vote for every 1,000 subscribers to elect officers and other business as determined by the governing body. In addition, system members are entitled to elect either one, two, or three board members based on the number of subscribers for the system member. Associate members are not entitled to vote on any association business.”
