Paul detterman, the national director, and deborah detterman, the financial administrator, have a family relationship.

Form 990, Part VI, Section A, Line 4

The organization's by-laws were updated. The purpose of the organization was amended to indicate the corporation shall be operated exclusively for non-profit religious and charitable purposes. In addition the following changes were made: board size went from a minimum of one/maximum of thirty to a minimum of one/maximum of fifteen; the time of the board election was changed; the organization changed from a five year review of the corporation to an annual review of the corporation; the officer removal by resolution changed from a majority vote to a two-thirds vote; executive committee was eliminated; and an article was added on members.

Form 990, Part VI, Section A, Line 6

The organization has congregation and individual members forming the network for accountability and encouragement.

Form 990, Part VI, Section B, Line 11

The form 990 is reviewed by the finance committee of the governing body. A final copy of the form 990 is provided to the entire governing body prior to filing.

Form 990, Part VI, Section B, Line 15A

When the executive director was hired in 2007 the organization matched the salary that his former employer (a local church) was paying him. In 2008, the organization's personnel committee sent a survey of the executive director's performance to randomly selected board members. As a result of his performance survey, he received a small raise in 2008. In 2009, the executive director, along with other employees, received a 2% cost of living adjustment. There have been no salary adjustments since 2009.

Form 990, Part VI, Section C, Line 19

Documents are available to the public upon request.

Form 990, Part VI, Line 1A

The officers of the corporation (president, vice president and treasurer) along with the national director, ex-officio, may act on behalf of the board of directors as needed. All actions taken shall be reported to the board of directors. The authority of the officers shall explicitly exclude the election or removal of members of the board of directors and revision of the by-laws. Officers (along with the national director, ex-officio) shall be responsible for initiating long range planning, establishing the metrics for evaluating current mission and ministry, establishing board meeting dates, location and agenda, and offering advice and counsel to the national director and other staff.

Form 990, Part XII, Line 2C

The process has not changed from prior year. The finance committee continues to review the financial statements and audit with the independent accountant.

Financial Statement Notes

PART V, LINE 4:

Some of the endowment funds are used for the purpose of funding a staff position within the ministry area. Remaining funds are used, at the board's discretion, to fund scholarships to a conference designated in the donor restriction.

PART X, LINE 2:

The organization is exempt from income taxes under section 501(c)(3) of the internal revenue code and is classified by the internal revenue service as an organization that is not a private foundation. Accordingly, no provision is made for income taxes in the financial statements. The organization recognizes uncertain income tax positions using the "more-likely-than-not" approach as defined in the asc. No liability for uncertain tax positions has been recorded in the accompanying financial statements. The organization's 2011-2014 tax years remain open and subject to examination.

IRS990/Desc0WEE KIRK MINISTRY IS DESIGNED TO MOBILIZE STRONG LEADERSHIP IN THE SMALLEST CONGREGATIONS WITHIN THE PRESBYTERIAN CHURCH (U.S.A.). THE VAST MAJORITY OF THE 10,000+ CONGREGATIONS IN THE PC (USA) ARE SMALL GROUPS OF PEOPLE, OFTEN ONLY 30-80 PEOPLE ACTIVELY PARTICIPATING IN THE LIFE AND WITNESS OF THEIR CONGREGATION. THE FELLOWSHIP COMMUNITY'S LARGEST MINISTRY IS TO THE PASTORS, ELDERS, AND DEACONS WHO LEAD THESE SMALL MEMBERSHIP CONGREGATIONS, OFFERING NETWORKS OF SUPPORT, RESOURCES, MENTORING, AND GUIDANCE FOR THIS HIGHLY SPECIALIZED TYPE OF MINISTRY. WE ACCOMPLISH THIS THROUGH THE SPONSORSHIP OF EIGHT REGIONAL CONFERENCES, THROUGH STRATEGIC PARTNERSHIPS WITH OTHER ORGANIZATIONS WHO CAN PROVIDE TEACHING AND DISCIPLE-MAKING MATERIALS AND OPPORTUNITIES FOR BOTH LOCAL AND GLOBAL MISSION, AND THROUGH MONTHLY E-COMMUNICATION. EACH ONE OF THE CONFERENCES IS DESIGNED TO OFFER A HIGH QUALITY EXPERIENCE AT A LOW COST. MANY OF THE CONFERENCES ARE SUBSIDIZED BY INDIVIDUAL AND CONGREGATIONAL SUPPORT THAT HELPS TO KEEP THE PARTICIPANTS COST TO A MINIMUM. IN AN AVERAGE YEAR, WE WILL REACH OVER 1,200 CONGREGATIONS.
