Governance Explanations

Form 990, Part VI, Section A, Line 6

Each county farm bureau holding a membership in this federation shall classify each individual membership according to the following two classifications: agriculture member and member. Voting members are eligible to vote on all policies and official actions, to hold office, and to serve as voting delegates to official meetings of the state organization.

Form 990, Part VI, Section A, Line 7A

The board of directors are elected annually by the house of delegates and consist of the president, vice-president, chairman of tennessee farm bureau women and eight (8) additional members; three (3) to be elected from the state at large and one (1) each of the five (5) designated districts. The president and vice president are elected to staggered two-year terms.

Form 990, Part VI, Section B, Line 11B

The board retains the services of an independent cpa firm to prepare the organization's form 990. Management reviews the completed form 990 and provides a full copy to all voting members of the governing body prior to filing. The governing body is provided a reasonable amount of time to review the return and ask any questions directly to organization management or the contact at the independent cpa firm.

Form 990, Part VI, Section B, Line 12C

Officers, directors, trustees and key employees are annually required to complete a conflict of interest disclosure statement as a precursor to their service to the organization. Potential conflicts are logged with and monitored by the secretary of the board.

The president's salary and annual adjustment is established and reviewed annually by the board of directors in his absence. The board of directors also approves the average annual wage increases for the organization. The executive vice president implements the boards recommendation of annual wage increases. The executive vice president with consultation with the treasurer establishes the compensation of all other employees and approves all individual employee annual wage adjustments. The president approves all compensation and annual adjustments. The compensation and annual percentage increases of similar organizations such as university of tennessee, tn department of agriculture, and others are reviewed when developing employee, and officer compensation.

LEADERSHIP DEVELOPMENT OPPORTUNITIES ARE PROVIDED FOR FARMER LEADERS THROUGH OUR STATE AND NATIONAL ANNUAL MEETINGS AND STATEWIDE CONFERENCES (PRESIDENTS, FARM BUREAU WOMEN, AND YOUNG FARMERS AND RANCHERS). NUMEROUS OTHER SPECIAL ISSUE-SPECIFIC MEETINGS PROVIDE LEADERSHIP TRAINING OPPORTUNITIES FOR OUR FARMER LEADERS. STAFF HOLD LOCAL TRAINING SESSIONS WITH NEW COUNTY PRESIDENTS, COUNTY BOARDS AND COMMITTEE MEMBERS. TFBF ALSO COOPERATES WITH AGRICULTURE GROUPS IN REGIONAL LEADERSHIP TRAINING PROGRAMS.
IRS990/ProgSrvcAccomActy3Grp/Desc0PUBLIC POLICY - THE FOREMOST MISSION OF TFBF IS TO REPRESENT THE INTEREST OF FARMERS AT LOCAL, STATE, NATIONAL, AND INTERNATIONAL LEVELS OF GOVERNMENT. GRASSROOTS PUBLIC POLICY IS DEVELOPED BY WORKING WITH FARMER LEADERS WITHIN OUR 95 COUNTY FARM BUREAUS. TFBF STAFF COORDINATES WITH FARMER LEADERS TO COMMUNICATE AND DEFEND OUR POLICY IN LEGISLATIVE AND REGULATORY BODIES AT LOCAL, STATE, AND NATIONAL LEVELS. WE WORK WITH OTHER STATE FARM BUREAUS THROUGH OUR NATIONAL AFFILIATE, THE AMERICAN FARM BUREAU FEDERATION, TO REPRESENT OUR FARMER MEMBERS' INTERESTS ON THE INTERNATIONAL LEVEL. EVERY ACTIVITY PROMOTED BY TFBF HAS THE OBJECTIVE OF SUPPORTING AND ENHANCING TFBF'S PUBLIC POLICY EFFORTS.
