“All of the following activities conducted in 2016 directly and indirectly promote the founding purposes of the Sacramento Public Policy Foundation. Those purposes are: (a) to undertake philanthropic activities for the benefit of the community at large in the Sacramento area of the State of California, (b) to conduct research, perform studies, collect data, and provide public discussion forums, activities, and conferences to educate the public about municipal issues of community interest in the Sacramento area, such as homelessness, arts funding, volunteerism and the environment, and (c) to provide financial support and propose policies, plans, and programs to better address such identified Sacramento area municipal issues.Employment Development InitiativeIn today's economic climate, workforce readiness is one of the most important levers that will set our country apart from foreign competition for jobs. When over half of all jobs require a college degree, it is imperative that our public schools prepare our children to be college and career-ready. Unfortunately, our public schools have failed our children in this critical measure. Only a third of Sacramento's children have the requisite coursework to be eligible to attend a state college of university. When compared to their counterparts internationally, our children are behind in math, science and reading and will not be able to compete for the jobs of the future. Developing a skilled and talented workforce must be considered a top priority of the local community. In 2016, SPPF worked with Sacramento Mayor Kevin Johnson to begin working on a comprehensive framework to create citywide jobs, dubbed Economic Development 3.0 (E3.0). E3.0 aims to concentrate on and integrate three focus areas: Priority Neighborhoods, Innovation Zones and Business Climate. In order to create long term, sustainable careers for opportunity youth throughout the Citys varied neighborhoods, it is imperative to create new innovative industries in Sacramento by encouraging a climate that will attract and catalyze the creation of new business. E 3.0 aims to create 500 new companies and 5,000 new jobs over the next five years by leveraging previously untapped resources. Essential to the E3.0 plan is taking advantage of one of Sacramentos competitive advantages; its young and diverse population. Priority NeighborhoodsThe aim of this focus area is to attract private sector jobs, investments and businesses to underserved communities with an initial focus on Del Paso Heights, Valley Hi, Meadowview and Oak Park. Focusing on Priority Neighborhoods makes sense. In a post-recession environment, while much of the economy has begun to recover, Sacramento youth continue to suffer staggering unemployment. Unsurprisingly, the majority of that unemployment occurs in low-income neighborhoods. By funneling resources and expertise to priority neighborhoods new businesses and jobs will be created closer to communities, schools and the homes where the most disenfranchised youth are living.Innovation ZonesDiversity, when coupled with Inclusion, produces Innovation. The second pillar of E3.0 encourages innovation by enabling entrepreneurs, startups and the innovation ecosystem to encourage growth. Yet, that ecosystem must be nourished to grow organically in Sacramento One of the central tenants of this focus area is to promote education and training programs, with an emphasis on reaching diverse and underserved populations to build next-generation skills in Sacramento. By instilling 21st century skillsets into our young and diverse population base, we are preparing Sacramento to become a next generation hub of innovation, entrepreneurship and technology.Business ClimateIn order to encourage business creation Sacramento must advance its business climate. Small businesses, primarily those who hire youth in entry level positions, are more likely to do so when optimistic about regional and local growth. Further, E 3.0 Business Clima”
“SPPF has served as the fiscal agent for the City of Sacramentos annual State of the City Address since 2013. The annual State of the City address is an opportunity to reflect on the past years citywide accomplishments as well as share updates and opportunities for the coming year. The event, which is free and open to the public, also serves as a donation drive for two local food banks. Net proceeds from the events sponsorships support charitable initiatives and projects throughout the city. On January 28, the 2016 State of the City Address welcomed over 1,000 individuals from the Sacramento community to the historic Crest Theatre. The standing room only crowd was anxious to celebrate the successes from 2015 and hear the vision for 2016 from Mayor Kevin Johnson. The evenings theme, Sacramento Together was weaved throughout the entire evening and celebrated the successes and progress Sacramento has made as a City by working together. State of the City attendees were greeted by over 40 volunteers who passed out swag bags with goodies, informational fliers and coupons from the event sponsors. The pre-show began with a welcome by the Emcee Scott Fresh Freshour from the Sacramento Kings Entertainment who was then followed by the Apple Z Acoustic Duo who provided musical entertainment. The actual program consisted of Pastor Bob Balian of Bayside Midtown providing the Invocation followed by Sacramento Police Departments Presentation of Colors and the Pledge of Allegiance featuring Sacramento Hometown Heroes Anthony Sadler and Spencer Stone. One of the highlights of the opening production was a special live and virtual video production of the MLK Celebration Choir singing the National Anthem. 2016 Event Chair Barry Broome of Greater Sacramento thanked the event sponsors for their more than $160K in paid and in-kind contributions that would go to support nonprofit organizations in each of the citys council districts. They further explained the importance of the event to the community. Long-time Sacramento developer Angelo Tsakopoulos received a standing ovation from the audience for his philanthropic and economic development contributions when he was introduced as the 2016 Mort Friedman Legacy Award Honoree. The climax of the evening came when Mayor Johnson was finally introduced to present his remarks. Themes and highpoints from the address included diversifying the economy, bringing a Major League Soccer team to Sacramento, and uplifting Sacramentos priority neighborhoods. Additionally Mayor Johnson talked about a wide variety of issues he wants the City to address, including hiring more police officers, working to fix the homeless problem, and improving City infrastructure. Mayor Johnson also announced several companies will be locating in Sacramento including Flippboxx, a cloud storage tech firm in Florida that will create 40 new tech jobs in the City. In addition, the Mayor announced that Sacramento will be the World Headquarters of Anpac Biomedical, a Shanghai-based life science company, bringing25 high-wage jobs and eventually creating 250 more. After the 45-minute address, the evening closed with HIP Service and the Sacramento Together event video. Attendees of the 2016 State of the City event brought in hundreds of pounds of canned food to donate to the Sacramento Food Bank and Family Services and the River City Food Bank. Ten thousand dollars of the events proceeds were donated to charities serving the area in 2016.”
“Think BIG Sacramento is a project of SPPF and a regional initiative, launched by Sacramento Mayor Kevin Johnson in 2011, to promote transformative projects that catalyze job creation and economic development across the Sacramento region.Think BIG plays a significant role amplifying and complementing the Citys and communitys efforts to pursue this opportunity in a way that: protects taxpayers; maximizes job creation and economic impact; facilitates transparency and public engagement; promotes regionalism; and ensures that Sacramento plays to win. Think BIGs work in 2016 focused on continuing to make progress in the effort to bring Major League Soccer to Sacramento. The completion of Operation Turnkey in 2015 - the initiative designed to speed up the process on a new MLS stadium - paid dividends in 2016. Sacramento is now on the verge of securing a MLS team after showcasing its strength as a soccer market with a strong ownership group and a clear pathway to building a new downtown stadium. The following events in 2016 played a pivotal role in setting up Sacramento for success.MLS Commissioner visits Sacramento: Commissioner Don Garber visited Sacramento on April 14, 2016 and was blown away by the progress made in Sacramento, claiming its not a matter of if but when Sacramento receives an expansion award.During the tour, Garber met with Mayor Johnson, Kevin Nagle, Sacramento Republic FC executives, and other key stakeholders. He also had the chance to visit the stadium location and meet with elected officials, investors, and the corporate community. Later that day, Garber spoke in front of thousands of fans during an MLS Block Party and announced the league will expand to 28 teams, and that he expects Sacramento to become an expansion market by 2020 at the latest hopefully much sooner. Corporate sponsorship commitments: One byproduct of the meetings with Commissioner Garber was a clear timeline to deliver all of the necessary items MLS requested, including signed corporate sponsorship and investor commitments. Think Big played a role in securing several commitments from local and national corporations to become Founding Partners at the new MLS stadium. These multi-million dollar commitments (over $20 million over five-to-ten years) continue to prove Sacramentos strength as a soccer market. To land an expansion spot, the MLS has said that cities and their bidding clubs must prove they have a solid ownership group, a detailed stadium plan with support from public officials and support from local corporate and soccer communities. For over two years, Think BIG has worked to build the case that Sacramento is an MLS-caliber city and help deliver a truly shovel-ready MLS stadium plan. All of that work is beginning to bear fruit.”

| IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt | 25 | All of the following activities conducted in 2016 directly and indirectly promote the founding purposes of the Sacramento Public Policy Foundation. Further, E 3.0 Business Clima |
| IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt | 26 | SPPF has served as the fiscal agent for the City of Sacramentos annual State of the City Address since 2013. Ten thousand dollars of the events proceeds were donated to charities serving the area in 2016. |
| IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt | 27 | Think BIG Sacramento is a project of SPPF and a regional initiative, launched by Sacramento Mayor Kevin Johnson in 2011, to promote transformative projects that catalyze job creation and economic development across the Sacramento region.Think BIG plays a significant role amplifying and complementing the Citys and communitys efforts to pursue this opportunity in a way that: protects taxpayers; maximizes job creation and economic impact; facilitates transparency and public engagement; promotes regionalism; and ensures that Sacramento plays to win. All of that work is beginning to bear fruit. |
