Financial Statement Notes

Part X, Line 2:

The Organization accounts for the effect of any uncertain tax positions based on a "more likely than not" threshold to the recognition of the tax positions being sustained based on the technical merits of the position under scrutiny by the applicable taxing authority. If a tax position or positions are deemed to result in uncertainties of those positions, the unrecognized tax benefit is estimated based on a "cumulative probability assessment" that aggregates the estimated tax liability for all uncertain tax positions. The Organization has identified its tax status as a tax-exempt entity as its only significant tax position; however, the Organization has determined that such tax position does not result in an uncertainty requiring recognition. The Organization is not currently under examination by any taxing jurisdiction. The Organization's federal returns are generally open for examination for three years following the date filed.

IRS990/Desc0211 is a 24 hour a day, 365 days a year, contact center based service that assists individuals and families in navigating the complex and ever growing maze of health and human service providers, non-profit organizations, government agencies, and community service organizations. 211 improves the way in which people learn about and connect with the services they need by providing access to comprehensive, up-to-date information at any time by phone or online at no cost to the caller. 211 helps create new efficiencies in the delivery of health and human services by saving time for individuals seeking help, and eases the frustration of people searching for appropriate services for which they are eligible. 211 also helps service providers do their jobs more easily, refers ever more callers to the right places, and reduces costly duplication of effort by other service providers by building and maintaining databases.211 serves as a resource for businesses and local employers by assisting their employees and helping to maintain productivity. 211 supports stressed employees, decreases absenteeism and supports employee assistance programs.211 serves as a support system for emergency management by assisting before, during, and immediately after emergencies such as health crises, blackouts, natural disasters such as tornados and floods, or man-made crisis such as terrorism events. 211 is recognized by Pinellas County Government as the central telephone number for all health and human service information in the event of a disaster.211 provides trend data on health and human service needs (met and unmet) for planning and resource allocations. Many times, data provided by 211 is the first place to see emerging needs and demands for existing services. 211 data can be organized in a variety of ways, including geographically. 211 is particularly helpful in mapping relative locations of high areas of needs and locations of resources. As a result, 211 contributes to better use of scarce resources, including both tax dollars and charitable contributions. 211 connects people with opportunities to "give help" as well as "get help." 211 provides an easy to remember number for individuals interested in volunteering to call and be directed to various volunteer projects in the community.In this last fiscal year (October 1, 2014-Septemeber 30, 2015), highly trained 211 contact center staff handled 68,833 calls, 7,977 emails, 755 live on-line chats from local residents seeking assistance, and 470 other (letters, walkins,etc.). 211 served the population of greatest needs: 48.17% of calls benefit children, and of those calls 51.83% benefit children under five years old.Last year, 211 made 105,114 referrals to community partners about 97,324 needs identified. The types of 211 contact center need requests by percentage include 37.41% housing and utilities assistance; 11.43% individual, family, and community support; 2.92% food and meals; 4.27% mental health and addictions; 3.28% clothing, personal and household needs, 3.21% legal, consumer and public safety services, 4.49% health care; 1.75% transportation; 1.05% income support and assistance; 1.1% education; and 29.1% other (includes arts, culture, recreation, employment, volunteers, donations, disaster, government and economic services)In the same period, 928 of these calls were suicide prevention related and 724 were sexual assault related. 211 continues to provide intensive support and in some instances life-saving assistance to callers in need of immediate intervention.

IRS990/ProgSrvcAccomActy2Grp/Desc0Tampa Bay Information Network (TBIN) is a program that provides the administration of an automated network consisting of client-level-data for Pinellas County's homeless and in-peril populations. Thirty-five health and human service agencies participate in this client management software system which includes 197 programs and 288 system users (health and human service professionals). Additional TBIN staff provide the overall administration, training and report generation support for this network system and the Pinellas Homeless Leadership Board. TBIN has been operated by the 211 TBC for 13 years. As a "best practices" U.S. Department of Housing and Urban Development mandated project, the TBIN program, is an integral part of the Pinellas County's Continuum of Care directed by the Pinellas Homeless Leadership Board.
