THIS YEAR WE EXPANDED OUR INVITATION AND ATTENDANCE LIST TO INCLUDE OTHER REGIONAL MANUFACTURERS ASSOCIATIONS FROM ACROSS THE STATE. MANUFACTURERS WERE REPRESENTED FROM SIX ASSOCIATIONS ACROSS THE STATE TO DISCUSS ISSUES THAT IMPACT OUR INDUSTRY. STATE ASSOCIATION: FCMA DETERMINED AFTER FOURTEEN YEARS OF PARTICIPATION WITH MANUFACTURERS ASSOCIATION OF FLORIDA (MAF), THE INTEREST OF MANUFACTURERS AT THE STATE LEVEL WAS NOT BEING MET BY MAF. TEN OTHER REGIONAL ASSOCIATIONS ACROSS THE STATE BELIEVED THERE WAS A LACK OF COMMON AND CLEAR VOICE FOR OUR ISSUES. WE DETERMINED TO SUSPEND MEMBERSHIP IN MAF ALONG WITH THE OTHER ASSOCIATIONS AND DEVELOP A NEW ASSOCIATION WITH A FOCUS ON ADVOCACY. THE PATH TO A NEW ASSOCIATION IS PROGRESSING AND WILL CONTINUE INTO THE NEXT YEAR.WORKER COMPENSATION: AN OPINION BY THE SUPREME COURT OF FLORIDA REVERSED A STATUTE THAT HAD BEEN ON THE BOOKS SINCE 2009. THE EFFECTED WAS AN IMMEDIATE INCREASE IN WORKERS COMPENSATION INSURANCE. THE RATES WERE INCREASED BY 14% ACROSS EVERY INDUSTRY AND SECTOR OF BUSINESS. THE PROJECTED INCREASE OVER THE NEXT COUPLE OF YEARS IS A TOTAL INCREASE OF 40%. MANUFACTURERS WILL BE AFFECTED MORE BECAUSE OF THE RISK AND RATE STRUCTURE FOR OUR INDUSTRY. SEVERAL PROPOSALS WERE PRESENTED, BUT FAILED TO PASS. FCMA WILL CONTINUE WORKING WITH OTHER STAKE HOLDERS ON THIS ISSUE AND SEEK SOLUTIONS TO REDUCE RATES THROUGH THE COMMITTEE PROCESS AND LEGISLATIVE SESSION IN TALLAHASSEE.FLORIDAMAKES: THIS YEAR FCMA ENTERED INTO A PARTNERSHIP AGREEMENT WITH FLORIDAMAKES. FLORIDAMAKES IS AN EXTENSION PROGRAM FOR MANUFACTURERS TO ASSIST IN TRAINING AND BUSINESS DEVELOPMENT. FLORIDAMAKES IS PRIVATELY OPERATED WITH THE SUPPORT OF REGIONAL MANUFACTURER ASSOCIATIONS AND INDIVIDUAL COMPANIES. THEY RECEIVE GRANT FUNDING FROM THE FEDERAL AND STATE GOVERNMENT TO AID THE INDUSTRY. THE IMPACT OF FLORIDAMAKES IS CONTINUOUSLY MONITORED WHICH HAS DEMONSTRATED AN ECONOMIC IMPACT TO THE STATE OF MORE THE $60MM. OUR PARTNERSHIP HAS PROVIDED A MEANS FOR OUR MEMBERS TO TAP INTO RESOURCES AND GRANTS FOR TRAINING AND BUSINESS GROWTH. THIS YEAR WITH THE ASSISTANCE OF FCMA, FLORIDAMAKES RECEIVED GRANT FUNDS OF $400,000 A FOURFOLD INCREASE OVER 2016. FLORIDAMAKES HAS PROVIDED FCMA A BUSINESS ADVISOR, PAULA DELUCA, FOR OUR MEMBERS' ASSISTANCE. PAULA HAS BEGUN MEETING AND ASSISTING MEMBERS TO DETERMINE BUSINESS NEEDS AND GRANT OPPORTUNITIES. THIS IS OUR FIRST YEAR WITH FLORIDAMAKES AND WE ARE CONFIDENT THAT OUR MEMBERS WILL RECEIVE NUMEROUS BENEFITS FROM OUR PARTNERSHIP WITH FLORIDAMAKES INCREASING THE ROI FOR MEMBERS IN FCMA.COMMERCIAL SALES TAX REDUCTION: FLORIDA HAS A 6% SALES TAX ON COMMERCIAL RENTALS. OUR STATE IS THE ONLY ONE IN THE COUNTRY THAT HAS THIS TAX. THE IMPACT TO MANY OF OUR MEMBERS CAN BE SIGNIFICANT. WE ADDRESSED THE OPPORTUNITY WITH THE LEGISLATURE TO LOWER OR REMOVE THIS TAX. THE EFFORT RESULTED IN A MINOR REDUCTION OF 0.2%. WHILE THIS MISSED THE GOAL OF A FULL 1% REDUCTION, IT IS A START FOR THE EVENTUAL ELIMINATION OF THIS TAX. QUICK RESPONSE TRAINING FUNDS REMAINED A FOCUS AND SECURED THE SAME LEVEL OF FUNDING FROM THE 2016 SESSION. THESE FUNDS CAN BE USED BY OUR MEMBERS TO TRAIN EMPLOYEES WITH NEW SKILLS. MARIJUANA RULE MAKING: A POLICY FOR THE PHARMACEUTICAL USE OF MARIJUANA WAS ADDRESSED THIS YEAR FOLLOWING THE APPROVAL OF A STATE CONSTITUTIONAL AMENDMENT IN 2016. THE POLICY TOOK SEVERAL DIRECTIONS WHICH FAILED IN THE REGULAR SECESSION. A SPECIAL SECESSION HAD BEEN CALLED TO AMEND THE ORIGINAL BUDGET WAS EXTENDED TO INCLUDE THE FINAL RULE MAKING AUTHORITY FOR THE NEW POLICY. THE FINAL POLICY HAS BEEN STRUCTURED TO PROTECT THE RIGHTS OF BUSINESS OWNERS CONCERNING THE USE OF THE ILLEGAL DRUG. THE POLICY SPECIFICALLY ALLOWS BUSINESS OWNERS THE RIGHT TO SET A COMPANY POLICY FOR USING THE DRUG, WHICH
