Mission and Program Overview

Mission

Hispanic Unity of Florida's Mission is Empowering Hispanics and other members of the community to become self-sufficient, civically engaged and to lead productive lives. In 2013, HUF celebrated 31 years of service in South Florida providing assistance to more than 347,000 individuals and families during this time. Hispanic Unity was originally founded by community leaders to ease the acculturation transition for newcomers from other nations. Today, HUF is Broward County's largest 501(c) (3) dedicated to the immigrant population and providing them with the tools they need to build a new life. Two-thirds of HUF's clients hail from Latin nations and the Caribbean, complemented by American-born clients including African-Americans, Caucasians, and others. Last year we served 20,000 clients, from more than 28 countries and from toddlers to adults at eight permanent Broward County sites, 12 temporary tax preparation sites and 11 Citizenship class facilities. In 2013 this nonprofit provided 19

Governance Explanations

Page 6, Part VI, Section B, Question 11

The board is provided a copy of the irs form 990 after review and approval of the finance committee but prior to the filing with the internal revenue service. The cfo and the finance committee reviews the 990 in detail and allows adequate time for board input, review and approval.

Page 6, Part VI, Section B, Question 12B and C

Directors serve voluntarily and in the best interest of hispanic unity of florida, inc. Actions that are self-serving; whether they are of a personal or financial nature would be cause for immediate removal from the board. On an annual basis each board member and each key employee reads and signs a form agreeing to abide by the board-approved conflict of interest policy. All board members also sign a robust code of ethics adopted from one developed by the independent sector.

Page 6, Part VI, Section B, Question 15A and B

The process for determining executive compensation applies to the compensation of the following persons: 1. The chief executive officer, 2. Other officers or key employees: chief financial officer, chief development officer, and director of programs. The process includes: 1. Review and approval. The compensation of the person is reviewed and approved by both the finance committe and the board of directors of the organization, provided that persons with conflicts of interest with respect to the compensation arrangement at issue are not involved in this review and approval. 2. Use of data as to comparable compensation. The compensation of the person is reviewed and approved using data as to comparable compensation for similarly qualified persons in functionally comparable positions at similarly situated organizations.

Additional Explanations

FORM 990, PAGE 2, PART III, QUESTION #3

Ceased Programs - School Board of Broward County (Olsen Middle School -21st Century) - The program ended in June 2013 after five years of successful program delivery due to lack of funding. Over the past five years the program provided more than 400 students with comprehensive academic enhancement, case management, life skills training and prevention education programs and services. By contract end, the program successfully met all contract requirements and maximized the contract.

Financial Statement Notes

Schedule D, Part XI Question 2D and Part XII Question 2D

Direct fundraising expenses of $93,776 are netted against fundraising income on form 990 but not for audited financial statements.

Schedule D, Part X Question 2

GAAP requires management to evaluate tax positions taken and recognize a tax liability (or asset) if the Organization has taken an uncertain position that more likely than not would not be sustained upon examination by taxing authorities. Management has analyzed the tax positions taken and has concluded that as of December 31, 2013 and 2012, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. If the Organization were to incur an income tax liability in the future, interest and penalties would be reported as income taxes. The Organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Management believes the Organization is no longer subject to income tax examinations by tax authorities for the years prior to 2010.

IRS990/MissionDesc0Hispanic Unity of Florida's Mission is Empowering Hispanics and other members of the community to become self-sufficient, civically engaged and to lead productive lives.

IRS990/ProgSrvcAccomActy2Grp/Desc0Economic Development - Center for Working Families (CWF) - In 2013 CWF served more than 300 clients. Some major accomplishments were: 51% of unemployed participants were placed in jobs within 5 months of enrollment and 65 participants purchased assets and/or pursued higher education. Through a partnership with Broward Regional Health Planning Council (BRHPC), HUF became a certified application organization (CAC) with two counselors helping clients enroll in the new Health Care Reform program. This addition to CWF brings another vital service to our clients, reinforcing the effectiveness of this new model of service delivery. Emerging Entrepreneurship (EE) Program - HUF continued its partnership with Broward SCORE, our community's small business experts, providing the "5 Simple Steps" workshop series to EE clients. The EE program provided an introductory "Start Your Own Business" workshop to more than 70 entrepreneurs in the community. Out of these attendees, 50% enrolled in the 5 Simple Steps workshop series and graduated from the program. Volunteers Income Tax Assistance (VITA) / Free Tax Preparation - This year the VITA program brought back $5.2 million to the communities of Broward County. HUF operated 15 sites including the Mobile Resource Center in partnership with Minority Development Empowerment Inc. (MDEI) from January to April. The program served 4,701 clients.

IRS990/ProgSrvcAccomActy3Grp/Desc0Civic Engagement - Civic Engagement and Citizenship Classes -- HUF continued to provide a model Citizenship program funded by a grant from the United States Citizenship and Immigration Services (USCIS). The grant is funding a PILOT program structure (at one of our 12 locations) consisting of five-week cycles which include a series of citizenship classes and naturalization application services. More than 220 Citizenship students successfully completed/graduated from this Citizenship class and more than 400 clients were assisted with the Naturalization Application process. In addition, HUF partnered with the New Americans Campaign in partnership with Catholic Charities, FLIC, FIU, CLINIC and the International Rescue. These organizations planned and execute dozens of Citizenship Workshops in Miami and Broward County. HUF and its partners helped thousands of immigrants become US Citizens. In 2013, we continued to offer our Walk-In Citizenship Classes. These classes assisted more than a thousand clients with their citizenship applications. Legal Aid Service of Broward County- In a partnership with Hispanic Unity, Legal Aid has been providing free civil legal services to low income residents of Broward County in our main office. Every week a representative provides assistance in the areas of housing (tenant issues, evictions), divorce with domestic violence, unemployment benefits denial, disability, and denial of social security benefits - on-site. Advocacy - NCLR awarded HUF a three-year advocacy grant in late 2013. The funds are intended to be a capacity-building grant which will allow the organization to build infrastructure and become active players in the advocacy space. HUF began the effort by conducting a board and staff training session on advocacy. In 2014 HUF will develop a plan, identify several advocacy efforts and begin to advocate. Also in 2013, HUF played a major role in advocating - along with its local neighborhood association and other local businesses against the planned construction of a liquor store less than 50 feet from the agency's preschool. The liquor store was given permission to proceed with construction but HUF and its partners were able to negotiate a number of concessions. The agency also learned a great deal throughout the process. .
