Mission

To advocate for the rights of all seniors; to provide seniors, adults with disabilities and their caregivers the information and services they need to maintain their independence; to promote the health and wellness of older adults by delivering highly effective educational initiatives; to prevent the abuse and exploitation of elders, especially the most frail and vulnerable, and to provide support to caregivers whose dedication and service allows their older and/or disabled loved-ones to remain at home, safely and with dignity, for as long as possible.

To ensure the health and safety, promote the independence and dignity, and prevent the abuse of older adults.

The form 990 is presented to the financial planning and accounting committee for review and approval. Once approved, the form 990 is forwarded to the board of directors for review and approval. Once the board of directors has reviewed and voted to accept and file the form 990 as presented, the form 990 is filed with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

All major grants, contracts and purchases must be approved by the board of directors prior to contract release. Prior to contracting with sub-grantees and for major purchases, the sub-grantees and vendors are required to reveal any relationships, professional or otherwise with wcfaaa employees or board members. The financial planning and accounting committee (finance), chaired by the treasurer, reviews purchases and vendor contracts as part of the contracting process. No contract or other transaction between the organization and one or more of its directors in which one or more directors are financially interested shall be either void or voidable because of such relationship or interest. In the event of a conflict, the director with a conflict of interest must recuse themselves from both the discussions and the vote on the matter.

Form 990, Part VI, Section B, Line 15

The president and ceo's pay grade and salary is at the same pay grade and salary of a similar position of responsibility at the florida state governmental level. The president and ceo's salary is approved by the executive committee of the board of directors. The salary of senior management was determined after a survey of all florida area agencies positions and salaries were performed and their duties and responsibilities reviewed and taken into consideration. Job description changes are submitted to the personnel committee for review and approval prior to submission to the full board for final action. Pay grade changes are submitted to the personnel and finance committees for review and approval prior to submission to the full board for final action. All compensation discussions and decisions are documented in the meeting minutes.

Form 990, Part XII, Line 3C

The financial planning and accounting committee, whose membership is derived from the board of directors, assumes responsibility for the oversight of the audit and the process of interviewing potential independent accounting firms. The financial planning and accounting committee presents the selection to the board of directors. The board of directors selects the independent accountants by majority vote. The selected independent accountants conduct the audit of the financial statements, prepares and presents a draft of the audited financial statements for the financial planning and accounting committee's review. After presentation and discussion, the committee votes on whether to accept the financials as presented. Once the draft financials are presented, the accountants are invited to attend the next regularly scheduled board of directors meeting to make the presentation to the board. After the finalized audited financials are presented to the full board, the board votes to approve and accept the financials as presented.

PART X, LINE 2:

The agency is exempt under section 501(c)(3) of the internal revenue code and classified by the internal revenue service as other than a private foundation. Accordingly no provision for income taxes has been made. The agency has evaluated the effect of the guidance provided by asc topic on accounting for uncertainty in income taxes. Management believes that the agency continues to satisfy the requirements of a tax-exempt organization and therefore had no uncertain income tax positions at december 31, 2013.

NUTRITION SERVICES, WHERE BALANCED MEALS ARE PROVIDED, EITHER IN THE HOME OR AT CONGREGATE DINING SITES SO ISOLATED SENIORS CAN BENEFIT FROM SOCIALIZATION ALONG WITH A GOOD MEAL; AND RESPITE SERVICES FOR CAREGIVERS, SO CAREGIVERS CAN TAKE A MUCH-NEEDED BREAK FROM THEIR CONTINUOUS TASK OF CARING FOR A FRAIL, OLDER LOVED ONE.
