Mission

Religious Community Services. Inc. (RCS) meets its mission through 3 distinct, yet interwoven programs focusing on the basic human needs of food, shelter, and safety. We meet our mission with the support of more than 2,500 volunteers.

Our mission is to feed the hungry, help homeless families return to self-sufficiency, and empower survivors of domestic violence.

Governance Explanations

Form 990, Part VI, Section A, Line 4

The by-laws were changed to clarify and update most the duties and responsibilites of members of the board and its committees. The by-laws make it clear that the officers of the orgranization must be appointed board members and that regardless of other articles in the by-laws their tenure would not be terminated until the term of their office was complete. The by-laws also now allow the board of directors to consider removing any board member who does not live up to the responsibilities of being a member as stated in the by-laws. They allow online or telephone attendance and voting is permitted under important circumstances as determined by the ceo when the board of directors is not in session or meeting and the ceo calls a meeting without notice. The new by-laws also adds the development committee as a standing committee, which will have responsibility for recommending agency marketing strategies and fundraising strategies in accordance with the rcs strategic plan, and for implementing such strategies.

The executive and finance committees will review a draft of the 990 before it is filed and a copy will be provided to the board of directors.

Each board meeting has a written agenda which includes an item to inquire whether any board members have conflicts of interest to declare with respect to voting on particular agenda items. Agendas are e-mailed to members in advance of the meetings.

Rcs has an established salary structure with positions grouped in salary grades and with each grade having minimum, midpoint and maximum amounts. The salary structure was established in 2005 by an rcs personnel committee in conjunction with the peo human resources representative active at that time. The salary structure was modified 9/21/13 as a part of the board approved operating budget for fy 14. For the past several years, all new hires started at the minimum of the range for their positions. The annual operating budget of rcs is approved by the board of directors. This includes the personnel budgets for the agency. Cost of living adjustments are typically made agency-wide, given sufficient anticipated funding, with the percentages as recommended by the executive/finance committee. The board chair is the supervisor of the ceo and may initiate salary adjustments/bonuses for the ceo for discussion and approval by the board.

Financial Statement Notes

PART X, LINE 2:

The organization has been recognized by the internal revenue service as a tax-exempt organization described in section 501(c)(3) of the internal revenue code of 1986 and has been classified as an organization that is not a private foundation under section 509(a). An entity's income tax returns are subject to examination by the applicable taxing authorities. The time period during which a return may be selected by a taxing authority for examination generally ends at the later of three years after the initial due date of the return or three years after the return is filed. At september 30, 2014, the organization's tax years that remain subject to examination are 2013, 2012 and 2011. The organization follows the provisions of fasb asc (accounting standards codification) no. 740 accounting for uncertainty in income taxes. The organization has not recognized any respective liability for unrecognized tax benefits as it has no known tax positions that would subject the organization to any material income tax exposure. A reconciliation of the beginning and ending amount of unrecognized tax benefits is not included, nor is there any interest accrued related to unrecognized tax benefits in interest expense and penalties in operating expenses as there are no unrecognized tax benefits.
