Cobb county government is the grant recipient of the wioa funds from the state of georgia and cobbworks, inc. Is the subrecipient contracted by the county to administer the wioa programs. In accordance with statutory regulations, the programs must be governed by the workforce development board (wdb), whose members are appointed by the chief local elected official. Cobbworks, inc. As a separately incorporated 501(c)(3) organization operates with a board of directors but must abide by and comply with statutory mandates as promulgated by the act and governed by the wdb as it relates to the wioa funds only.
