Form 990, Part VI, Section A, Line 3

Under the workforce investment & opportunity act, federal funds are awarded in a joint state and local administered workforce development system. Cobb county government is the grant recipient of the wioa funds from the state of georgia and cobbworks, inc. Is the subrecipient contracted by the county to administer the wioa programs. In accordance with statutory regulations, the programs must be governed by the workforce development board (wdb), whose members are appointed by the chief local elected official. Cobbworks, inc. As a separately incorporated 501(c)(3) organization operates with a board of directors but must abide by and comply with statutory mandates as promulgated by the act and governed by the wdb as it relates to the wioa funds only. All other agency matters and programs are not subject to the same joint decision making between the two boards.

Form 990, Part VI, Section A, Line 4

The organization made the following changes to the bylaws. Composition and term of board members was changed from "an annual term" to " a multi-year term as defined by the board of directors and was revised to align with the program year as opposed to the calendar year. Board committee membership was revised to include individuals who were not board directors, stating the board has the authority to restrict a committee's membership to only board directors at its discretion.

The draft form 990 is reviewed in detail by management, reviewed by the finance and administration committee, then an updated version is presented to the board of directors for review, comment, and acceptance before filing.

The conflict of interest policy is reviewed and updated periodically as necessary. New board members sign the policy when they join the board and then again on an annual basis. Management also monitors transaction activity to remain alert to potential conflicts with vendors and service providers.

In december 2007, the organization engaged in a thorough compensation analysis resulting in a revision of the job classification and pay grade system. A comprehensive salary study was undertaken during the fiscal year for all positions within the organization including that of the ceo. The study was not completed by year end but will be finalized in 2017 resulting in an updated pay grade scale for all positions. Otherwise all positions, including the ceo,received a three percent increase during the year.

ON A MONTHLY BASIS WE SERVED ON AVERAGE, 205 ACTIVE YOUTH IN OUR PROGRAMS. FOR THE FISCAL YEAR, WE MAINTAINED QUARTERLY FOLLOW UP CONTACT WITH 1,239 YOUTH (SOME DUPLICATED) WHO HAD COMPLETED THEIR INDIVIDUAL TRAINING PROGRAMS. DURING THE FISCAL YEAR, WE ENROLLED 185 NEW YOUTH TO THE PROGRAM FOR THE YEAR, HAD 50 YOUTH SERVE IN EMPLOYMENT PROGRAMS, AND GRADUATED OVER 120 YOUTH WITH THEIR GED.

CORE SERVICES CONSIST OF PROVIDING ASSISTANCE TO JOB SEEKERS BY PROVIDING TOOLS AND RESOURCES TO ASSIST WITH THEIR JOB SEARCH ACTIVITIES. TOOLS AND RESOURCES INCLUDE PROVIDING JOB VACANCY LISTINGS; PROVIDING INFORMATION ON JOB SEARCH SKILLS, THE LABOR MARKET, COMMUNITY RESOURCES, AND FINANCIAL AID; ASSISTING WITH RESUME WRITING; PROVIDING FREE JOB READINESS WORKSHIPS; PROVIDING ACCESS TO FAX AND COPIER MACHINES FOR SENDING AND COPYING RESUMES; AND PROVIDING ACCESS TO COMPUTERS WITH MS OFFICE SOFTWARE, INTERNET ACCESS, AND RESUME WRITING SOFTWARE. INTENSIVE SERVICES CONSIST OF PROVIDING INDIVIDUALIZED ASSISTANCE TO JOB SEEKERS THROUGH OUR COMPREHENSIVE ASSESSMENTS AND DIAGNOSTIC TESTING, ONE-ON-ONE CAREER ADVISEMENT AND EMPLOYMENT PLANS, AND INDIVIDUAL AND GROUP CAREER COUNSELING. THE MOBILE CAREER CENTER (MCC) PROVIDES SERVICES TO RESIDENTS THROUGHOUT COBB COUNTY THROUGH A PARTNERSHIP WITH THE LIBRARY SYSTEM. THE MCC PROVIDES THE SAME CORE SERVICES IN THE VEHICLE THAT IS PROVIDED IN THE WORKFORCE DEVELOPMENT CENTER BY TRAVELING FROM LOCATION TO LOCATION. THE MOBILE UNIT IS ALSO USED AS A TRAINING FACILITY, PROVIDING SERVICES TO CHURCHES, RESIDENTS OF APARTMENT COMPLEXES, COMMUNITY ORGANIZATIONS, AND BUSINESSES. BUSINESS SERVICES OFFERED AT THE CENTER INCLUDED FREE ONLINE AND ONSITE JOB POSTING, RECRUITMENT ASSISTANCE, CANDIDATE SCREENING AND ASSESSMENT ASSISTANCE, FREE AND LOW COST JOB FAIR PARTICIPATION, MEETING AND TRAINING ROOM SPACE, LABOR MARKET AND WAGE COMPARISON INFORMATION, AND INFORMATION ON OTHER RESOURCES FOR BUSINESS AND WORKFORCE DEVELOPMENT. FOR THE 2017 FISCAL YEAR, COBBWORKS SERVED 13,460 TOTAL CUSTOMERS OF WHICH 1,201 WERE UNIQUE UNDUPLICATED. WE PERFORMED 216 RESUME CRITIQUES AND 104 ONE-ON-ONE CAREER ADVISEMENTS. OUR MOBILE CAREER CENTER SERVED 478 INDIVIDUALS AND 84 AGENCIES (SOME DUPLICATED). WE HOSTED 52 ONSITE RECRUITMENT EVENTS FOR BUSINESSES AT WHICH 433 PARTICIPANTS ATTENDED AND OFFERED 14 WORKSHOPS AT WHICH MORE THAN 165 PARTICIPANTS ATTENDED.
