Under the workforce investment & opportunity act, federal funds are awarded in a joint state and local administered workforce development system. Cobb county government is the grant recipient of the wioa funds from the state of georgia and cobbworks, inc. Is the subrecipient contracted by the county to administer the wioa programs. In accordance with statutory regulations, the programs must be governed by the workforce development board (wdb), whose members are appointed by the chief local elected official. Cobbworks, inc. As a separately incorporated 501(c)(3) organization operates with a board of directors but must abide by and comply with statutory mandates as promulgated by the act and governed by the wdb as it relates to the wioa funds only. All other agency matters and programs are not subject to the same joint decision making between the two boards.

The draft form 990 is reviewed in detail by management, reviewed by the finance and administration committee, then an updated version is presented to the board of directors for review, comment, and acceptance before filing.

The conflict of interest policy is reviewed and updated periodically as necessary. New board members sign the policy when they join the board and then again on an annual basis. Management also monitors transaction activity to remain alert to potential conflicts with vendors and service providers.

In december 2007, the organization engaged in a thorough compensation analysis resulting in a revision of the job classification and pay grade system. A comprehensive salary study was undertaken during the fiscal year for all positions within the organization including that of the ceo. The study was not completed by year end but will be finalized in 2017 resulting in an updated pay grade scale for all positions. Otherwise all positions, including the ceo,received a three percent increase during the year.

DURING THE FISCAL YEAR, 202 ADULTS SUCCESSFULLY COMPLETED THEIR INDIVIDUAL TRAINING PROGRAMS. 80.6% OF OUR ADULT CUSTOMERS WERE PLACED INTO EMPLOYMENT. THE GO BUILD COBB PROGRAM IS A COLLABORATION WITH TWO PARTNERS THAT CONSISTS OF A 4-WEEK INTENSIVE CONSTRUCTION SKILLS TRAINING CLASS WITH JOB PLACEMENT ASSISTANCE. WE HELD 17 TRAINING CYCLES IN WHICH WE ACCEPTED 310 PARTICIPANTS, GRADUATED 262, AND PLACED 234 INTO EMPLOYMENT FOR PY 17-18IN ADDITION TO THE JOB TRAINING PROGRAMS THE WORKFORCE DEVELOPMENT CENTER OPERATED BY COBBWORKS, INC. PROVIDES A ONE STOP SERVICE FOR JOB SEEKING CUSTOMERS WITH CORE, INTENSIVE AND TRAINING TO ASSIST THEM IN OBTAINING A JOB, AND COMMUNITY BUSINESSES WITH SUPPORT IN IDENTIFYING EMPLOYEES. TOOLS AND RESOURCES INCLUDE PROVIDING INFORMATION OF JOB VACANCY LISTINGS, JOB SEARCH SKILLS, LABOR MARKET, COMMUNITY RESOURCES, AND FINANCIAL AID. THE TARGET GROUP FOR THIS PROGRAM IS YOUTH WHO ARE HIGH SCHOOL DROPOUTS, BASIC SKILLS DEFICIENT, PREGNANT OR PARENTING, DISABLED, EX-OFFENDERS, LOW INCOME, FOSTER CHILDREN, HOMELESS OR RUNAWAY YOUTH. PROGRAM PARTICIPANTS HAVE THREE DIFFERENT CAREER TRACKS TO PURSUE: SECONDARY EDUCATION (HIGH SCHOOL DIPLOMA/GED), POST-SECONDARY EDUCATION (DEGREE OR OCCUPATIONAL SKILL), OR EMPLOYMENT (WORK EXPERIENCE/INTERNSHIP PROGRAM). FOR YOUTH CHOOSING THE SECONDARY EDUCATIONAL TRACT, THE PROGRAM OFFERS PARTICIPANTS ONSITE GED PREPARATION CLASS INSTRUCTION AND TUTORING CALLED OUR EPIC (EDUCATIONAL PATHWAYS INTO CAREERS) PROGRAM. FOR PARTICIPANTS ENTERING INTO OUR POST-SECONDARY TRACT, THE YOUTH PROGRAM OFFERS FINANCIAL AID ASSISTANCE INTO A TRAINING PROGRAM THAT CAN INCLUDE AN ASSOCIATE DEGREE PROGRAM, BACHELOR'S DEGREE, OCCUPATIONAL SKILL PROGRAM/LICENSING, OR SPECIALIZED TRAINING. PARTICIPANTS SEEKING EMPLOYMENT CAN BE OFFERED A FOUR MONTH PAID INTERNSHIP IN THEIR CHOSEN CAREER FIELD. EACH PROGRAM OFFERS CASE MANAGEMENT AND SUPPORT SERVICES TO ENSURE SUCCESSFUL PROGRAM COMPLETION. WE PARTNERED WITH APPROXIMATELY 30 SERVICE PROVIDERS CONSISTING OF COLLEGES, UNIVERSITIES, AND TRAINING ENTERPRISES AND INSTITUTIONS TO ACHIEVE THESE GOALS. DURING THE FISCAL YEAR 70 DISLOCATED WORKERS SUCCESSFULLY COMPLETED THEIR INDIVIDUAL TRAINING PROGRAMS. 82.9% OF THE DISLOCATED WORKERS WERE PLACED INTO EMPLOYMENT.IN ADDITION TO THE JOB TRAINING PROGRAMS THE WORKFORCE DEVELOPMENT CENTER OPERATED BY COBBWORKS, INC. PROVIDES A ONE STOP SERVICE FOR JOB SEEKING CUSTOMERS WITH CORE, INTENSIVE AND TRAINING TO ASSIST THEM IN OBTAINING A JOB, AND COMMUNITY BUSINESSES WITH SUPPORT IN IDENTIFYING EMPLOYEES. TOOLS AND RESOURCES INCLUDE PROVIDING INFORMATION OF JOB VACANCY LISTINGS, JOB SEARCH SKILLS, LABOR MARKET, COMMUNITY RESOURCES, AND FINANCIAL AID. ASSISTANCE ALSO INCLUDES RESUME WRITING, FREE JOB READINESS WORKSHOPS, ACCESS TO FAX AND COPIER MACHINES FOR SENDING AND COPYING RESUMES, AND ACCESS TO COMPUTERS WITH MS OFFICE SOFTWARE, INTERNET ACCESS, AND RESUME WRITING SOFTWARE. INTENSIVE SERVICES CONSIST OF PROVIDING INDIVIDUALIZED ASSISTANCE TO JOB SEEKERS THROUGH OUR COMPREHENSIVE ASSESSMENTS AND DIAGNOSTIC TESTING, ONE-ON-ONE CAREER ADVISEMENT AND EMPLOYMENT PLANS, AND INDIVIDUAL AND GROUP CAREER COUNSELING. THE MOBILE CAREER CENTER (MCC) PROVIDES SERVICES TO RESIDENTS THROUGHOUT COBB COUNTY THROUGH A PARTNERSHIP WITH THE LIBRARY SYSTEM.
