Governance Explanations

Form 990, Part VI, Section A, Line 3

Under the workforce investment & opportunity act, federal funds are awarded in a joint state and local administered workforce development system. Cobb county government is the grant recipient of the wioa funds from the state of georgia and cobbworks, inc. Is the subrecipient contracted by the county to administer the wioa programs. In accordance with statutory regulations, the programs must be governed by the workforce development board (wdb), whose members are appointed by the chief local elected official. Cobbworks, inc. All other agency matters and programs are not subject to the same joint decision making between the two boards.
