Form 990, Part VI, Section A, line 1

The Board of Directors consists of 16 directors who constitute the voting membership. From time to time, the board has delegated decision making authority to the Executive Committee (which consists of the board President, Vice-President, Secretary and Treasurer) when decisions cannot wait between board meetings. The Executive Committee handles routine business, exercises oversight, and engages with the Executive Director when the full board cannot convene.

Form 990, Part VI, Section B, line 11

The Form 990 is reviewed by the Executive Committee and then presented to the entire Board as a final review prior to filing.

Form 990, Part VI, Section B, line 12C

Annually, members of the Board of Directors, committee members, and employees must sign the conflict of interest policy disclosing 1) any direct or indirect agreement; arrangement; or investment with a party doing business with Bloom, and 2) any payments or free services received from a party engaged in business with Bloom.

Form 990, Part VI, Section B, line 15A

The job review consists of a self examination and a formal job evaluation, which is performed by the President and subsequently reviewed by the other members of the Executive Committee. Additionally, comments are requested and any concerns are noted.

Form 990, Part VI, Section C, line 18

The Organization makes its Form 990 available upon request.

IRS990/ProgSrvcAccomActy2Grp/Desc0The Bloom Closet is a free resource center for Georgia's foster children and foster families. When youth are placed into foster care, they often arrive with nothing but the clothing on their backs. Established in 2008, The Bloom Closet is one of Bloom's most successful ongoing programs. The Bloom Closet provides clothing, toys, and supplies for foster youth. Set up to feel like an exclusive and special experience, children are encouraged to take home a week's worth of items. Our foster families are our heroes, and Bloom does whatever is necessary to help youth thrive. This past year at The Bloom Closet, over 1,500 foster children from 60 Georgia counties visited The Bloom Closet an average of three times each.

IRS990/ProgSrvcAccomActy3Grp/Desc0Bloom recruits, trains, and supports a network of foster families and gives them the tools they need to provide exceptional care to the children they take into their homes. Bloom is licensed to serve basic level foster children as well as foster children with significant therapeutic issues, medically fragile foster children and pregnant or parenting foster teen girls. To ensure that the families who join Bloom's foster care team have the character and high standards required, Bloom performs rigorous background checks, interviews, and home studies. Additionally, Bloom provides year-round training, respite care breaks, support groups, networking opportunities and referrals to community resources.
