Governance Explanations

Form 990, Part VI, Section A, line 1

The Board of Directors consists of 16 directors who constitute the voting membership. From time to time, the board has delegated decision making authority to the Executive Committee (which consists of the board President, Vice-President, Secretary and Treasurer) when decisions cannot wait between board meetings. The Executive Committee handles routine business, exercises oversight, and engages with the Executive Director when the full board cannot convene.

Form 990, Part VI, Section B, line 11

The Form 990 is reviewed by the Executive Committee and then presented to the entire Board as a final review prior to filing.

Form 990, Part VI, Section B, line 12C

Annually, members of the Board of Directors, committee members, and employees must sign the conflict of interest policy disclosing 1) any direct or indirect agreement; arrangement; or investment with a party doing business with Bloom, and 2) any payments or free services received from a party engaged in business with Bloom.

Form 990, Part VI, Section B, line 15A

The job review consists of a self examination and a formal job evaluation, which is performed by the President and subsequently reviewed by the other members of the Executive Committee. Additionally, comments are requested and any concerns are noted.

Form 990, Part VI, Section C, line 18

The Organization makes its Form 990 available upon request.

Form 990, Part VI, Section C, line 19

IRS990/ProgSrvcAccomActy2Grp/Desc0The Bloom Closet is a much-needed resource center for clothing and other necessities for children living in foster care in the state of Georgia. The inventory in the closet is donated by individuals and groups in the community, and everything is in excellent condition. All personal items such as socks and underwear are brand new, and are either donated or purchased through monetary donations. The center is decorated like a fun store, and children visit by appointment only on a quarterly basis, up to three times per year. The Bloom Closet serves over 1,000 foster children each year from 60 Georgia counties.

IRS990/ProgSrvcAccomActy3Grp/Desc0In Bloom Our Youth's foster care program, Bloom staff recruit, train and support loving families to take in foster children of all ages. The program is licensed to oversee the placement of basic care, medically fragile, and therapeutic children as well as pregnant or parenting foster teens. Foster families undergo extensive background checks, attend IMPACT training classes, go through a home study and receive additional training and supports from Bloom staff members to help them meet the needs of children in care. Bloom staff members maintain low caseloads to ensure child safety and provide the supports that foster parents need for successful outcomes.
