All members of the executive committee, which has the power to approve the operating budget, were furnished with a copy of the form 990. The audit committee reviewed the 990 with the auditor and had the opportunity to ask questions and make comments. All members of the full board were informed that copies of the form 990 would be made available to them upon request, and copies are available at the october full board meeting prior to filing the 990.

Form 990, Page 6, Part VI, Line 12C

All principal officers, members of the executive committee (which includes all officers of the organization), the audit committee and the finance committee, as well as all employees of the organization, complete a conflict of interest disclosure and are provided with the conflict of interest policy on an annual basis. The committee which may be reviewing a particular transaction determines whether a conflict exists. At the employee level, the president of the organization determines if a conflict exists. Conflicted parties may not participate in deliberations or decisions which involve the conflict of interest.

The ghcc's officers (chairman, chairman-elect, treasurer) are designated as the executive compensation committee (ecc) and are responsible for determining compensation (base annual salary + annual bonus) for the ghcc president & ceo. The wage review is performed at the end of each fiscal year for inclusion in the total chamber budget which is voted on by the executive committee and ratified by the full board of directors. The ecc will consider the cpi and the most recent georgia association of chamber executives/wage and benefit survey in making this determination. The final determination will be documented in writing and maintained by the ghcc vp of administration.

General chamber activities: membership services strives to increase the membership base by providing programs and events for members. Education goals include investing and engaging in intensive education for workplace development programs to fulfill future and current labor needs; enhancement of school-to-work programs and business and educational partnerships. Community development is involved with the promotion of vision 2030, agribusiness, healthcare and community beautification. Government affairs purpose is to facilitate political cooperation to promote a unified gainesville/hall county; study and address issues that effect business and the community. Economic development: the economic development council's mission is to create jobs by bringing in new business to gainesville/hall county, to work with government partners and existing industry to grow their businesses, and to provide services to small businesses. Through contractual agreements with government and business partners, attract and recruit new business and industry, support expansion of existing business and industry, market the community, and encourage broad-based community support for quality economic growth and development.
