Mission and Program Overview

Mission

The tri-county commission on alcohol and drug abuse is an office of health, information and services for alcohol and drug abuse. We seek to prevent substance abuse through education and community involvement, to intervene in abuse-related problems and to provide treatment and rehabilitation alternatives for abusers. We provide a scope of services from education, prevention to various levels of treatment services, and assistance with referrals to the citizens of orangeburg, bamberg, and calhoun counties.

Governance Explanations

Form 990, Part VI, Section A, Line 7A

The tri-county commission on alcohol and drug abuse is composed of two qualified electors from bamberg county, two qualified electors from calhoun county, and five qualified electors from orangeburg county, to be appointed by the governor upon the recommendation of the respective county legislative delegations. The members of the commission are appointed for terms of three years and until successors are appointed and qualify. Vacancies must be filled in the manner of the original appointment for the unexpired portion of the term.

The return was prepared by an independent accounting firm with information provided by management. Following management review, the return was submitted to all board members for review and was discussed as an agenda item at a board meeting.

The conflict of interest is reviewed every other year by the board members. Board members are required to report any conflict of interest as they arise. It is the conflict of interest policy to utilize a code of ethics to guard against conflicts of interest involving leaders that could affect safety and quality care, treatment and services.

The board of directors annually complete the executive director's evaluation. At that time they determine any increases in the compensation package of the executives.
