Governance Explanations

Form 990, Part VI, Section B, line 11B

The initial draft of this form 990 was reviewed by the finance committee of the Board of Directors and the final draft reviewed and and approved by majority vote of full Board of Directors.

Form 990, Part VI, Section B, line 12C

The organization requires that each Director (Board of Directors) read and sign the organization's Code of Ethics annually. The signature page includes a section where the Director lists any potential conflicts. When potential conflicts are noted, they are reviewed by the Governance Committee, Board of Directors. The Code of Ethics itself defines conflict of interest and addresses the requirement that all Directors must act only in the best interests of the organization and its mission.

Form 990, Part VI, Section B, line 15

The Board of Directors reviews the Chief Executive Officer of the organization annually and prior to review looks at the full compensation package of the Chief Executive Officer. This process is typically performed by the Board Chair, Vice Chair, and Chair of the Human Resources committee. Every two to three years the Board of Directors compares the package to the current market rate by purchase of salary surveys and reviews of the 990s of similar organizations. Every two to three years the Human Resources committee reviews position titles and average compensation for individuals in other positions within the organization to ensure fair compensation that is competitive with other organizations. They also review employee exit interview themes and data from employee surveys.

The organization submits its 990 to Guidestar so that it may be reviewed by any entity at any time. The organization also keeps Guidestar up to date on pertinent information related to the organization.

IRS990/Desc0Residential Programs: We provided around-the-clock care for 208 children of all ages who are victims of abuse/neglect. We use the evidence-based Teaching Family Model and strive for a "home-like" environment with low staff to child ratios; this helps improve teaching and children's abilities to form trusting relationships with adults. Last year, 100% of children were safe, 95% (in our longer term program) showed improved social skills, and 100% of Spartanburg County children in emergency placement were transported to their home school district to avoid school disruption. All seniors were accepted to and plan to attend college (with scholarship money)! Facility and program licensure through the SC Department of Social Services was maintained.

IRS990/ProgSrvcAccomActy2Grp/Desc0Empowering Families: This program provides a risk assessment and case management to lower risks of child abuse/neglect. Families are referred by the Department of Social Services when there is no confirmed child maltreatment but risks in the home (social isolation, difficulty meeting a child's basic needs, inappropriate discipline, etc.) are a cause of concern. This year the program served 838 families (1,796 children). 100% of families completing services showed a decrease in risk factors based upon successful completion of case plan goals; 92% completing services had no future confirmed cases of child maltreatment.

IRS990/ProgSrvcAccomActy3Grp/Desc0Family Strengthening: This program uses two evidence based programs (Teaching Family Model and Triple P) to achieve excellent outcomes. This year, one-on-one, in home services were provided to 115 families (253 children). A pre and post test showed that 87% had a better bond with their children at program end and 75% had improved family functioning. This voluntary program targets families who: are under increased stress; have increased risks of children becoming first time victims of child abuse/neglect; have a child with a mental or behavioral disorder.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Transitional Living Program: This program gives safe housing and case management for homeless youth between 16 and 22 years old. The program ensures that youth are supported to have the skills to be self-sufficient by the time they leave. Last year, 100% of youth served had a job at discharge, and reported that they knew how to keep themselves safe and had their medicals needs met. Nine months after leaving, 100% still reported that they have the skills needed to keep employment.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1Positive Parenting Program (Triple P): Triple P is an evidence based parenting support model implemented across Spartanburg County to increase parent engagement with their children and ensure that parents are supported with skills proven to be effective when they encounter challenges. The project aims to serve more than 4,000 families over the next 5 years, in partnership with other organizations throughout the county.
