The board of commissioners decides the pay rate of the chief executive officer based on a wage comparability study. Increases to employees of the agency are based on the largest project operated by the agency which is head start. Cost of living increases are granted across the board to all programs when the head start project is granted a cola. The board of commissioners has a policy which allows merit increases to employees of each project if funds are available for that project. The maximum is 3%, and any increases are based on the employee evaluation.

OUR GOAL IS TO BRING ABOUT A GREATER DEGREE OF SOCIAL COMPETENCE IN CHILDREN AND FAMILIES. SOCIAL COMPETENCE TAKES INTO ACCOUNT THE INTER-RELATEDNESS OF COGNITIVE AND INTELLECTUAL DEVELOPMENT, PHYSICAL AND MENTAL HEALTH, NUTRITIONAL NEEDS, AND OTHER FACTORS THAT ENABLE A POSITIVE DEVELOPMENT APPROACH TO HELPING CHILDREN AND FAMILIES SUCCEED. HEAD START SERVES THE ENTIRE FAMILY WITH A CONCENTRATION ON THE CHILD BETWEEN THE AGES OF 3-5 YEARS OLD. WE SERVE OVER 1865 CHILDREN AND THEIR FAMILIES IN GREENWOOD, LAURENS, EDGEFIED, ABBEVILLE, MCCORMICK, NEWBERRY, SALUDA, LEXINGTON, RICHLAND, AND FAIRFIELD COUNTIES.EARLY HEAD START IS A YEAR-ROUND COMPREHENSIVE CHILD DEVELOPMENT PROGRAM. IT IS FEDERALLY FUNDED TO PROVIDE SERVICES TO INFANTS AND TODDLERS. LOW INCOME RESIDENTS WHO ARE PREGNANT OR HAVE CHILDREN AGES 0-3 ARE ELIGIBLE FOR THE PROGRAM. TOTAL ENROLLMENT FOR OUR EHS PROGRAM IS 108 INFANTS, TODDLERS, AND PREGNANT MOTHERS. THE SOCIAL SERVICES AND PARENT INVOLVEMENT COMPONENTS ARE DESIGNED TO ENCOURAGE THE GROWTH OF PARENTS AS THE PRIMARY CARE GIVERS TO THEIR CHILDREN. PARENT TRAININGS ARE CONDUCTED TO ALLOW PARENTS TO RECEIVE THE LATEST INFORMATION ON VARIOUS TOPICS RELATED TO RAISING THEIR CHILDREN.
