Mission

The mission of gleamns human resources commission, inc, a community-based organization, is to deliver quality services, assistance, and opportunity to eligible customers with emphasis placed on education, employment, and developing self-sufficiency.

Major Activities

Activity 2
Weatherization is an energy efficiency program designed to reduce heating and cooling cost for low-income families who reside in single-family and mobile homes. Over the last decade, the program has continued to expand and evolve as weatherization providers adopted the whole-house approach whereby you treat the house as a single energy-consuming system. Professionally trained weatherization specialists perform on-site home energy audits using state of the art diagnostic equipment to identify outside draft; inspect and test combustion appliances; air seal ducts, holes and cracks; insulate attic, sidewall, floor, and hot water heater; install base-load measures for electricity reduction; and other minor repairs.the program provides services to the elderly, disabled households with high-energy burdens and families with children in the upper savannah region(greenwood, laurens, edgefield, abbeville, mccormick, saluda)in addition to newberry, anderson, oconee and pickens counties. Applicants are assisted on a first-come, first serve basis and must be income eligible to qualify for weatherization assistance based on current federal poverty income guidelines. In addition, applicants are placed on a waiting list based on county and date of application. Applicants are notified in writing when their home has been selected from the waiting list.
Activity 3
Low-income home energy assistance program - funds are received through the south carolina office economic opportunity. These funds are designed to help low-income households pay the price of home energy, defined as residential heating and cooling and to increase energy self-sufficiency; thereby reducing the vulnerability resulting from energy needs. Payments are made directly to vendors and credited to the applicant's bill. This program works in conjunction with the funds received from community services block grant program. The community services block grant program (csbg) provides a range of services designed to assist low-income people to attain the skills, knowledge, and motivation necessary to achieve self-sufficiency. Csbg funds are used to provide services such an employment referrals, education, financial counseling on better use of available income, emergency assistance, housing, and nutrition to families. Both programs provide these services to customers in greenwood, laurens, edgefield, abbeville, mccormick, newberry & saluda counties.

GLEAMNS PROVIDES SERVICES TO 1,864 CHILDREN AGES 3 TO 4 IN TEN COUNTIES: ABBEVILLE, EDGEFIELD, FAIRFIELD, GREENWOOD, LAURENS, LEXINGTON, MCCORMICK, NEWBERRY, SALUDA, RICHLAND, FROM AUGUST TO MAY EACH YEAR. THE GOAL OF THE HEAD START PROGRAM IS TO BRING ABOUT A GREATER DEGREE OF SOCIAL COMPETENCE IN CHILDREN AND FAMILIES. SOCIAL COMPETENCE TAKES INTO ACCOUNT THE INTER-RELATEDNESS OF COGNITIVE AND INTELLECTUAL DEVELOPMENT, PHYSICAL AND MENTAL HEALTH, NUTRITIONAL NEEDS, AND OTHER FACTORS THAT ENABLE A POSITIVE DEVELOPMENT APPROACH TO HELPING CHILDREN AND FAMILIES SUCCEED. THESE CHILDREN PARTICIPATE IN A VARIETY OF EDUCATIONAL ACTIVITIES, AS WELL AS THEY RECEIVE FREE MEDICAL AND DENTAL CARE, HAVE HEALTHY MEALS AND SNACKS, AND ENJOY PLAYING INDOORS AND OUTDOORS IN A SAFE ENVIRONMENT.EARLY HEAD START IS A YEAR-ROUND COMPREHENSIVE CHILD DEVELOPMENT PROGRAM.
