“Lsst is a collaboration of a number of national labs and other organizations for the purpose of constructing and operating a large synoptic survey telescope. In reviewing the list of member organizations at 9/30/2017, they consist of national labs, public universities, the republic of chili, and other research and similar organizations. All data collected by the telescope will be made public. The member organizations are not the direct beneficiaries of the telescope, but their students, scientists and the general public are the beneficiaries of the membership contributions and the construction and operation of the telescope that these contributions support. Based upon the irs form 990 instructions, it is more appropriate to report the member contributions on line 1b in part viii rather than as program services on line 2a. The prior year has also been revised in part i to reflect this change.”
