Mission and Program Overview

Mission

To build a strong foundation for children and families by advocating and supporting both high quality early care and education and a coordinated system of community resources. This is accomplished through improving the quality and affordability of child care, providing family support and education, and working with schools, community agencies, and leaders to improve health and education for children ages 0-8.

To launch every child as a healthy, lifelong learner by the end of the third grade. This is accomplished through working across the four building blocks of early education and literacy: 1) health - health and development are on track beginning before birth, 2) families and communities - families are engaged and supported by coordinated communities, 3) early care and education - early care and education environments are high quality and 4) ready schools - teaching and learning environments for k-3 students are effective inside and outside, 365 days a year.

Because of our reporting basis we expense all capital purchases in the year they were bought, we do however own outright a 20,000 square foot building that sits on 2.5 acres of downtown rocky mount, nc and the property includes a model outdoor learning environment. The cost of this property is $1,049,184.

In fy17 the down east partnerhship received funding from multiple private grants which were not fully expended unitl fy17. Since we operate on a cash basis, this resulted in expenditures greater than revenue in fy18.

Financial Statement Notes

PART X, LINE 2:

Financial statement audit report note #12 - income taxes the down east partnership for children is exempt from payment of income taxes under the provision of section 501(c)(3) of the internal revenue code, except to the extent of taxes on any unrelated business income. Fasb asc 740 provides guidance for how uncertain tax positions should be recognized, measured, presented and disclosed in the financial statements. Fasb asc 740 requires the evaluation of tax positions taken or expected to be taken in the course of preparing financial statements to determine whether the tax positions are "more-likely-than-not" to be sustained by the applicable tax authority. The down east partnership for children does not believe there are any unrecognized tax benefits or costs as of june 30, 2018. Income tax returns from 2015 through 2017 are open for examination by taxing authorities.
