Mission and Program Overview

Mission

To build a strong foundation for children and families by advocating and supporting both high quality early care and education and a coordinated system of community resources. This is accomplished through improving the quality and affordability of child care, providing family support and education, and working with schools, community agencies, and leaders to improve health and education for children ages 0-8.

The organization's mission is to launch every child as a healthy, lifelong learner by the end of the third grade.

“Down East Partnership is exempt from payment of income taxes under the provision of Section 501(c)(3) of the Internal Revenue Code, except to the extent of taxes on any unrelated business income. FASB ASC 740 provides guidance for how uncertain tax positions should be recognized, measured, presented and disclosed in the financial statements. FASB ASC 740 requires the evaluation of tax positions taken or expected to be taken in the course of preparing financial statements to determine whether the tax positions are "more-likely-than-not" to be sustained by the applicable tax authority. Management has analyzed the tax positions taken by the Down East Partnership and has concluded that, as of June 30, 2024, there are no uncertain tax positions taken or expected to be taken that would require recognition or disclosure in the financial statements.”

IRS990/Desc0Smart Start supports the following primary programs of DEPC: Child Care Resource & Referral including provider, family, and subsidy services (POC & Admin); NC Pre-K Quality; Family Resource Center, Community Collaboratives; Research & Development; Dolly Parton Imagination Library and Reach Out and Read. In addition, DEPC funds and provides technical assistance, monitoring, and support to 3 activities in 3 partnering agencies (WAGES, Nash County Public Schools Transition, Edgecombe County Public Schools Transition). All together, these 12 programs provide a variety of services, including parent education/support to 7,569 children, referrals to high quality child care, general parenting resources, and child development information to 760 families, literacy activities/training for 7,038 children and/or their families, and either directly pays or funds the administration of child care subsidies for 708 children. The Community Outreach and Community Collaboratives' initiatives resulted in 23 E-blast communications sent to approximately 6,576 email addresses per E-blast; 190,288 people interacting on social media platforms; outreach, coaching and utilization of 382 volunteers that provided 770 hours of service, including businesses, faith leaders, and other community leaders; 12,152 visits were made to Discovery Park; and technical assistance was provided to build the capacity of 4 elementary schools.
