“The executive director reviews the form 990 on a preliminary basis. Thereafter, the form 990 is ciculated among members of the organization's finance committee. The committee, if satisfied with the contents of the form 990, recommends approval by the full board of directors. The directors are afforded opportunity to review and comment on the form 990. Once the board is satsified with the form 990 as presented, it approves filing the form with the internal revenue service.”
