Mission

Child care resources inc. Serves central carolina families of children from birth through 5, and children from 6 to 13 who seek school-age child care.centers of expertise include: (1) family information services: delivering information, education and support so that families select early learning and school-age child care services that promote child well being. (2) program and business consultation: promoting excellence through program development, quality improvement, quality assurance services, and effective business practices. (3) financial aid: increasing the ability of eligible working families to afford early learning and school-age child care services and increasing the business capacity of programs to serve their children well. (4) research and policy development: advancing policy and public support for accessible, affordable, and improved early learning and school-age child care services for all children, birth through middle school.

Child care resources inc. Works with families and communities to ensure that all children have access to high quality, affordable early learning and school-age opportunities and experiences which enable them to succeed in school and in life.

Governance Explanations

Form 990, Part VI, Section B, Line 11

A copy of the irs form 990 is provided to each member of the finance/audit committee before filing for their review and approval. After reviewing the 990 and having their questions answered to their satisfaction, the committee makes a copy of the 990 available to each board member along with the committee's recommendation that the form 990 be filed. There being no objections from the board, the 990 is filed.

Form 990, Part VI, Section B, Line 12C

Annually, the president reviews the conflict of interest policy at a board of directors meeting. Board members and agency officers are provided a copy of the policy and are asked to sign the form indicating they have read the policy and have made appropriate disclosures. If an issue is to be decided by the board that involves a potential conflict of interest for a board member, the member would not participate in the discussion of the program, issue, or motion being considered and would not vote on the motion.

Form 990, Part VI, Section B, Line 15

Compensation for the president is determined by the board chair in consultation with the executive committee of the board and is presented to the full board of directors for prior review and approval. The board chair conducts a review of the form 990s of similar agencies and shares this information with the executive committee prior to determining the compensation level for the president. Compensation for other senior members of management is determined through application of the agency's written performance review/compensation policies and procedures with final written approval by the president. There is written documentation of the decision kept in permanent records. For the current year, the president received a merit increase of 3% as available to all employees. Accordingly, the board did not conduct the more comprehensive review of comparable compensation in the field as described above. More detailed procedures are utilized by the board when considering more significant changes to the president's compensation package.

Financial Statement Notes

PART V, LINE 4:

The organization's endowment consists of two individual funds established for various purposes that are invested at the foundation for the carolinas. The endowment consists of donor-restricted endowment funds. As required by accounting principles generally accepted in the united states of america, net assets associated with endowment funds are classified and reported based on the existence or absence of donor-imposed restrictions.

PART X, LINE 2:

The organization is a tax-exempt organization under section 501(c)(3) of the internal revenue code and, therefore, no provision for income taxes has been made in the accompanying financial statements. The organization is however liable for federal and state income tax on unrelated business income, if any. The organization follows the financial accounting standards board ("fasb") guidance on accounting for uncertainty in income taxes. The organization's policy is to record a liability for any tax position taken that is beneficial to the organization, including any related interest and penalties, when it is more likely than not the position taken by management with respect to a transaction or class of transactions will be overturned by a taxing authority upon examination. Management believes there are no such positions as of june 30, 2015, and, accordingly, no liability has been accrued.
