“The form 990 is reviewed and approved by the treasurer and finance committee and is then recommended for approval by the treasurer and finance committee to the board's executive committee. The board's executive committee, acting on behalf of the full board, approves the form 990 and a complete copy of the form 990 is then provided to all board members prior to filing.”
