The Jubilee House Community Inc operates as a working community, and as such, its directors, officers, and significant employees have always had family relationships with each other, as has been correctly noted in prior 990 forms. The business relationships between individuals are limited to staff and Board relationships internal to the JHC, Inc., other than business relationships with any outside entities well below reporting thresholds. First, Cofounders of the JHC Inc in 1979 and full-time staff since then as volunteers with stipend, members of the Board are Sarah Junkin Woodard chairperson; Michael E Woodard and Kathleen Murdock (spouses). Next, Directors of the JHC since 2007 and volunteers since 2001, Rebecca Mohally Renk, secretary, full-time staff with stipend, is married to Paul Mohally Renk. Next, Directors of the JHC Inc since 2008 and volunteers since 1985 are Rebecca Trowell and Alex Francisco; parent and adult child. Next, Director of the JHC Inc since 2007 and volunteer since 2006, Michael C Murdock, son of Kathleen Murdock and Michael Woodard, is spouse of Cassie Iutzi, volunteer since 2004. Next, Daniel Earl Murdock, Director of the JHC Inc since 2010, son of Kathleen Murdock and Michael Woodard, is spouse of Claudia Saballos, vice-chairperson of the Board and volunteer since 2013. Next, Joseph Philip Woodard Murdock, Director of the JHC Inc since 2014, son of Kathleen Murdock and Michael Woodard, volunteer since 2000.

Form 990, Part VI, Section B, Line 11B

Form 990 is completed by the chairperson of the Board of Directors, using the JHC Inc's financial data. Policy questions, governance questions, etc., with their answers are presented to the Board of Directors for review, discussion, and correction as needed at Board meetings. Each member of the Board is welcome to review in detail all information submitted in the 990 Form, provided electronically to each member before filing with the IRS. Form 990, Part VI, Section B, Line 12C

All members of the Board of Directors and staff disclose annually matters that could give rise to conflicts of interest. Officers, directors, and employees, due to the community structure of the organization, are normally aware of potential conflicts long before they might possibly become an issue. Concerned parties may speak to issues involved during discussion but defer to decisions made by those most involved, carried out in accordance with the adopted Conflict of Interest Policy as contained in the JHC Inc Board Policy Manual.

Form 990, Part VI, Section B, Line 15

Top management officials of the JHC Inc work as full-time volunteers provided with a stipend and health insurance benefits. Housing and food is provided for the convenience of participation in all program ministries. As this cash value falls far below any normal compensation levels for similar staff in other organizations, there is no need to evaluate whether or not the compensation is excessive. The compensation level is in accordance with the Mission Statement of the JHC Inc and its ministry of service with the poor. Board members and officers serve as uncompensated volunteers. Because some stipends are received in foreign countries and not reportable to the IRS, they are listed along with housing and food under "Other Compensation".

The Policy Manual of the JHC Inc Board of Directors is available upon request. The most recent 990 Form is linked as a PDF download on the JHC website. The public is informed through the JHC Inc's annual summary report, sent to all major donors and any interested persons who request a copy. Form 990 Part X, line 10a reflected on Schedule D, Part VI, Line 1a - Periodically, property values are revised in accordance with re-appraisal by municipal authorities. In addition, in previous years, the JHC Inc received a donation of property with buildings/equipment and vehicles for Educational Service Program use. External valuation of this property changed the cost basis values and depreciation. In addition, the buildings used for Health Program Services as well as volunteer educational spaces were expanded and improved. These types of changes affect the cost basis and depreciation values of both land, buildings, and equipment as they happen.

Schedule D, Part III, Line 1

In 2021, the JHC Inc received, as unrestricted anonymous donations, various works of art and historical treasures which are being preserved for the Educational Program Service on an ongoing basis. These range from original historical posters to original paintings and murals. These collections are not reported in the revenue statement and balance sheet and have not been capitalized for financial statement purposes. They include: 14 murals, 3 paintings, and 26 historical posters.

Schedule D, Part III, Line 4

The Educational Program Service includes the sharing of historical cultural information impacting current needs within program ministries... needs within economic development, health care, sustainable agriculture, etc. The Works of Art and Historical Treasures provide visual prompts to explain history in an absorbable fashion to visitors and volunteers. In addition, the wall murals, visible during educational and cultural events, provide a background atmosphere for understanding the education provided within the current event.

Schedule D, Part V, Line 4

This quasi-endowment fund was designated by the JHC Board of Directors as a revolving loan fund to provide low-interest loans to program service recipients and participants. Donor donations and incoming loans were set apart to build the base of this quasi-endowment fund. As recipients repaid their loans, those funds replenished the revolving loan fund. In 2024, due to external economic pressures, loan recipients as a group were not able to repay any loans and the quasi-endowment fund was closed, with the remaining funds distributed according to donor wishes.
