Activity 2

Community services block grant (standard life works program) objective - to provide some level of comprehensive services to 140 low-income families by june 30, 2011. Over a five year period (july 2006 - june 2011), provide families intensive case management services and other supports that will enable 100 low-income families to overcome obstacles that prevent self-sufficiency. Arra program objective - to provide comprehensive services to 130 low-income families by september 30, 2010 that are designed to remove obstacles and build upon existing strengths as a means of moving families to self-sufficiency. The following activities were accomplished as of september 30, 2010 - (a) 139 families were enrolled and received comprehensive support services; (b) 31 families rose above federal poverty guidelines; (c) 17 jobs created; (d) 53 individuals became employed or gained better employment with 48 positions paying more than minimum wage, 13 with medical benefits, average wage of $10.04, and average change in income of $13,587.57; (e) 20 individuals moved from substandard to standard housing; (f) 35 received skills training/education; (g) 58 credit counseling referrals. This was a time limited program that ended on september 30, 2010.

Activity 3

Weatherization services program (standard program) objective - to weatherize, in accordance with state requirements, 78 homes of low-income families in buncombe, madison, henderson, and transylvania counties by june 30, 2011 in order to make homes safe and more energy efficient. The following activities were accomplished - as of 6/30/2011 78 homes were weatherized with all receiving health and safety measures, 64 with air leaks sealed, 64 attics insulated, 6 with wall insulation installed, 28 with floors insulated, 8 with vapor barriers installed, 15 with heat waste reduction measures installed, 9 water heater repaired/replaced, 65 water heater insulated, 55 with cfls installed, 32 heating systems repaired or replaced and 23 with incidental repairs to protect weatherization measures installed. Arra program objective - to weatherize, in accordance with state requirements, a minimum of 533 homes of low-income families in buncombe, madison, henderson, and transylvania counties by march 1, 2012 in order to make homes safe and more energy efficient. The following activities were accomplished - as of 6/30/2011 234 homes have been weatherized with health and safety measures installed, air leaks sealed, attics, walls and floors insulated, insulation repaired, ducts sealed and insulated, vapor barriers installed, heat waste measures installed, water heaters repaired or replaced, water heaters insulated, cfls installed, heating systems repaired/replaced etc.
