Any operator, as defined by the virginia underground utility damage prevention act, within the organization's service area, as designated by the virginia state corporation commission, shall be eligible to become a member of the organization. Each member is entitled to only one (1) vote at meetings of the organization, and may be cast either in person or by written proxy”

“Once prepared, a draft copy of the form 990 and all supporting schedules is provided to the finance and audit committee for their review. This committee is comprised of four board members. The committee will review the form 990 and make a recommendation to the full board. Unless there are any issues that arise from the review, the 990 is filed as prepared.”
