To educate and empower low-income residents to protect and improve our own communities through collective action. Phar has a recognized federal mandate to represent residents in all aspects of charlottesville redevelopment & housing authority operations. We do this through community organizing, an internship program and advocacy and referrals.

Form 990-ez, Part III, Line 28

The phar internship program selects residents of public housing to learn about policy, build skills, engage in community organizing and develop leadership skills to support community improvements. Interns receive training funds for up to 10 hours of work per week in the 6 month program. Graduates of the program receive certificates of completion at a commencement ceremony. The program has been running since 1999 and has graduated over 74 residents to date.

Form 990-ez, Part III, Line 29

Phar is deeply engaged in the redevelopment of public housing in charlottesville by developing and implementing "positive vision for resident directed redevelopment," a resident focused plan for the eventual redevelopment of public housing. Phar holds workshops and information sessions, educates the public housing community on current activities regarding redevelopment and development of charlottesville housing authority properties, participates on committees and in meetings with decision makers, and serves directly as a decision maker by agreement with the housing authority and redevelopment partners. Phar seeks to realize redevelopment under resident direction which will provide a greater quality of life, a financially stable housing authority, maximized job opportunities brought forth from redevelopment projects, and expansion of affordable housing opportunities for the charlottesville community.

Form 990-ez, Part III, Line 30

Phar serves under federal mandate as the resident council as well as the resident advisory board for all 376 units of public housing in charlottesville. Phar represents residents through communication, negotiation, and partnership with the charlottesville housing authority in "all aspects" of housing authority operations and decision making. Phar mobilizes residents to participate in and support policy changes. In order to do so, phar engages in community organizing to gain resident priorities and to inform residents of policy and current housing authority activities. Phar encourages resident participation in meetings as well as committee and board members. Phar also assists individual residents in conflict with the housing authority through the grievance process. Phar also conducts capacity building by assisting residents with resources and referrals.

IN ORDER TO DO SO, PHAR ENGAGES IN COMMUNITY ORGANIZING TO GAIN RESIDENT PRIORITIES AND TO INFORM RESIDENTS OF POLICY AND CURRENT HOUSING AUTHORITY ACTIVITIES. PHAR ENCOURAGES RESIDENT PARTICIPATION IN MEETINGS AS WELL AS COMMITTEE AND BOARD MEMBERS. PHAR ALSO ASSISTS INDIVIDUAL RESIDENTS IN CONFLICT WITH THE HOUSING AUTHORITY THROUGH THE GRIEVANCE PROCESS.
