Mission and Program Overview

Mission

Bridges' mission is to break cycles of generational poverty by providing emergency shelter, counseling, and financial assistance for persons from arlington, virginia. Bridges to independence also operates the bonder and amanda johnson community development corporation ("bajcdc"), focusing on youth work, workforce development, and community navigation, continuing the legacy of lifting those in need in the community, and breaking the cycle of intergenerational poverty. The organization is primarily supported through government grants, foundations, and individual donors.

Bridges to Independence provides a foundation for women and families to rebuild their lives.

Governance Explanations

Form 990, Part VI, Section A, line 4

During 2018, the Board changed the following within the Organization's by-laws: One of the changes is in regards to our annual election for officers. We propose electing new officers in December with terms to begin January 1. The Governance Committee is responsible for the nominations process. You will see that we are recommending a reduction in the number of Executive Committee members (combining two secretary positions into one.) The Governance Committee and Executive Committees have discussed at length instituting new procedures for the Exec Comm. Our recommended process (dates are fluid in this) is that nominations (of others or self) are submitted to the Chair of the Governance Committee by November 15. The Governance Committee would then propose a recommended slate of officers by December 1. Executive Committee officers who assume a role on the Executive Committee should presume a rotation of positions and expect/desire to follow a progression from Secretary to Vice President to President to Immediate Past President. The role of Treasurer is not assumed to be part of this progression as the duties of Treasurer are unique, however Treasurer could lead to the progression articulated above if so desired/warranted. Thusly, each year, we would be filling the Secretary position as that person moves on to the Vice President role. However, because we are recommending that we combine the Secretary roles going forward, for 2019 we would not have an "opening" in the Secretary slot as only one of current Secretaries would move into the Vice President slot.

Part X, Line 2:

The Organization is exempt from federal income tax as a nonprofit organization described in Section 501(c)(3) of the Internal Revenue Code and is classified as an organization other than a private foundation. The Organization did not have a liability for unrelated business income for the years ended June 30, 2018 and 2017. The Organization is subject to taxation in the U.S. and a small number of state and local jurisdictions. The material jurisdictions subject to potential examination by taxing authorities include the U.S. and Virginia. Management does not believe that the ultimate outcome of any future examinations of open tax years will have a material impact on the Organization's results of operations. Tax years that remain subject to examination by the Internal Revenue Service are fiscal years after 2015.

Unusual expense - termination of conodo purchase contract

Schedule D Part XII Line 2D

In 2017, the Organization sold a lot and existing building to a developer with an agreement to repurchase the newly reconstructed first floor space upon completion. Due to rising project costs and the required square footage buy back cost, the Board concluded in 2018 to terminate the contract and seek other arrangements for office space. Costs include legal, consulting, contractor fees, termination fees in addition to write offs of restricted pledges recieved in FY17 toward the buy back that mangament determined to be uncollectible.

IRS990/Desc0Our programs give families the skills and stability they need to build a brighter future. Over 120 families annually, participate in the following programs: --Emergency Shelter: Sullivan House, Bridges' emergency shelter, provides individuals and families with a safe, supportive place to stay. Sullivan House, with its one- and two-bedroom apartments, is Arlington County's largest emergency shelter for families experiencing homelessness. After an average stay of 3-6 months, Sullivan House participants are transitioned into Bridges' rapid re-housing program. --Rapid Re-Housing: Rapid re-housing is provided in Arlington County and the City of Alexandria. Our goal is to move families into safe, affordable, and permanent housing as quickly as possible. Participants secure and maintain a lease in their own name, while receiving Bridges' ongoing supportive services-including connection to community resources, financial assistance, and intensive case management. --Employment Services (Bridge To Work): Our employment services help participants find, secure, and retain stable employment. We meet individuals where they are and provide what they need for where they want to go. For some that is obtaining a specialized trade certification, for others it is translating their existing skill set to new opportunities. We provide group training and one-on-one mentorship while breaking down barriers to employment, such as transportation and child care. --Financial Literacy: Bridges works with participants to increase their financial knowledge and skills, while emphasizing household budgeting and credit repair. In collaboration with community partners, we offer customized financial literacy workshops, tax preparation classes, and one-on-one coaching with financial professionals. --Youth Development: Youth at-risk for or experiencing homelessness can be a forgotten population. These children are often suffering from trauma, poor physical/mental health, stress, developmental delays, and missed educational opportunities. Our youth development programming addresses these factors and increases the academic skills, self-esteem, college readiness, and overall well-being of the children we serve.

A private, nonprofit organization, Bridges has been working with and for homeless families since 1985, when we were founded as the Arlington-Alexandria Coalition for the Homeless. We offer a continuum of aid and support for all family members, helping them attain financial security and move forward into self-sufficiency. As homelessness is often episodic, our other priority is working closely with former participants to ensure they are able to remain securely housed and do not fall into homelessness again.

Management does not believe that the ultimate outcome of any future examinations of open tax years will have a material impact on the Organization's results of operations. Tax years that remain subject to examination by the Internal Revenue Service are fiscal years after 2015.

Due to rising project costs and the required square footage buy back cost, the Board concluded in 2018 to terminate the contract and seek other arrangements for office space. Costs include legal, consulting, contractor fees, termination fees in addition to write offs of restricted pledges recieved in FY17 toward the buy back that mangament determined to be uncollectible.
