Supplemental Narrative

Additional Explanations

Form 990, Part III, line 3

In FY2019, Bridges to Independence developed and implemented a strategic effort, which included an initiative to provide the highest level of service to families experiencing homelessness in Arlington,VA. As a result, the organization implemented a restructuring that has included a transition out of services performed in Alexandria, VA. This initiative was spurred by a thorough assessment on the outcomes of services provided by Bridges, and how the organization could best meet its mission in the future. As a result of this reorganization, Bridges has experienced operating deficits in FY18 and FY19. Management believes operating deficits will improve as the restructuring is completed and is committed to sustaining and improving its financial position as Bridges meets the diverse needs of its clients in Arlington.

XII Line 2C

The Organization has not changed its oversight or selection process for the year.

Financial Statement Notes

Part IV, Line 2B:

Client deposit accounts, overseen by Bridges to Independence but payable to clients upon departure from program.

Part X, Line 2:

The Organization is exempt from federal income tax as a nonprofit organization described in Section 501(c)(3) of the Internal Revenue Code and is classified as an organization other than a private foundation. The Organization did not have a liability for unrelated business income for the years ended June 30, 2019 and 2018. The Organization is subject to taxation in the U.S. and a small number of state and local jurisdictions. The material jurisdictions subject to potential examination by taxing authorities include the U.S. and Virginia. Management does not believe that the ultimate outcome of any future examinations of open tax years will have a material impact on the Organization's results of operations. Tax years that remain subject to examination by the Internal Revenue Service are fiscal years after 2016.

Schedule D Part XII Line 2D

In 2017, the Organization sold a lot and existing building to a developer with an agreement to repurchase the newly reconstructed first floor space upon completion. Due to rising project costs and the required square footage buy back cost, the Board concluded in 2018 to terminate the contract and seek other arrangements for office space. Costs include legal, consulting, contractor fees, termination fees in addition to write offs of restricted pledges recieved in FY17 toward the buy back that mangament determined to be uncollectible.

IRS990/Desc0Our programs give families the skills and stability they need to build a brighter future. Sullivan House, Bridges' emergency shelter is Arlington County's largest emergency shelter. Sullivan House provides individuals and families with a safe, supportive place to stay. Our number one priority is to ensure each families episode of homelessness is brief and non-recurring. More than a residential shelter, Bridges offers intensive case management and training in the following areas: Financial Empowerment, Employment Services and Youth Development programs. After a stay of 3-6 months, Sullivan House participants are transitioned into Bridges' rapid re-housing program, or permanent housing program. This program provides rapid access from shelter to permanent housing for families. While in rapid rehousing, families receive a short-term rent subsidy to ensure stability. Families will continue to receive services and support through Bridges' programs in youth development, financial literacy and employment services for up to two years to ensure they are able to remain securely housed and do not fall into homelessness again.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0Client deposit accounts, overseen by Bridges to Independence but payable to clients upon departure from program.
IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt1The Organization is exempt from federal income tax as a nonprofit organization described in Section 501(c)(3) of the Internal Revenue Code and is classified as an organization other than a private foundation.
IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt2In 2017, the Organization sold a lot and existing building to a developer with an agreement to repurchase the newly reconstructed first floor space upon completion.
