Mission and Program Overview

Mission

For over fifty years, phillips programs' special education day schools have served students from elementary grades through high school in nationally acclaimed facilities in annandale and fairfax, va, and laurel, md. Phillips career partners provides intensive career and technical education (cte) in a variety of career pathways: building trades in fairfax and loudoun county, 3d design and print at our virginia campuses and culinary arts and vertical farming at our maryland campus. Phillips family partners, a nationally recognized program, serves families and children with developmental, emotional and behavioral health needs through home and community-based counseling, education, family support, advocacy and aba services.

Phillips programs for children and families helps children with special needs and their families. With our three special education day schools, we educate the students and prepare them for the future. Within our community service programs, we provide homes and guidance as well as surround families in need with encouragement, support and guidance.

The governing body is composed of 13 members.

Form 990, Part VI, Section A, line 7A

Suggestions for board members are made in writing to the chairman of the nominating committee with a copy going to the ceo. The ceo, a nominating committee member and another trustee meet with the individual and must recommend the candidate to the nominating committee as a whole. If a majority of the nominating committee agrees, the name of the candidate, accompanied by a brief biographical sketch, is placed before the board of trustees for a vote on whether to extend an invitation to that individual to join the board. Among the criteria used in the selection process includes: high and sincere interest in children, visibility in the community, fundraising capability or, if not, friend raising capability, knowledge of phillips, willingness and ability to commit time to phillips, known to someone at the school or a board member, understanding of a trustee's responsibility to participate in board matters. The term for each board member is 3 years with a maximum of 3 terms.

The finance committee reviews the hardcopy of the form 990 and presents it to the board for final approval prior to filing.

Board members and key employees are required to sign a conflict of interest policy. The board will consistently monitor the conflict of interest policy by adding this policy as an annual agenda item at its board meeting.

In 2011 the president & ceo's salary was determined by a search committee. In the past, the board hired a compensation specialist to study the compensation of the vice president of phillips. As part of that study, the specialist recommended increased wages for the executives based on duties/responsibilities and market comps. The recommendations were accepted and acted upon. From then on the executives have received cost of living adjustment and a calculated step increase (by formula) like all staff in the organization. Staff salaries are determined by the cost of living (col) and step of the employee. The salary program makes the calculation based on col and provides the salary of each employee including key employees. The president and coo review all the salaries during the budget process. The budget is presented to the finance committee and board before it is submitted to the counties/state.
