“Review of the form 990 by governing board: a meeting of the audit and legal committees (a&lc) of the board of trustees is held to present and review a draft of the full form 990, including all applicable schedules. Each a&lc committee member is provided a copy of the return prior to the meeting. At the meeting they are allowed to ask questions regarding the form 990. Changes are documented and the form 990 is updated. A final draft of the full form 990 is provided electronically to each member of the full board for review. Once the board has had time to review and comment on the form 990, it is filed with the irs.”

Deferred tax assets or liabilities at the end of each period are determined using the currently enacted tax rate expected to apply to taxable income in the period that the deferred tax asset or liability is expected to be realized or to be settled. As of june 30, 2016, 2015 and 2014, howard had no net unrelated business income and therefore had no deferred tax assets or liabilities. In addition, howard analyzed its tax positions for the years ended june 30, 2016, 2015 and 2014, and determined that there were no uncertain tax positions that would have a material impact on howard's consolidated financial statements.”
