“Amendments to the Bylaws to establish guidelines for proposal for amendments to the Constitution and Bylaws (Bylaw 14A). The Constitution, Bylaws, Rules, and Resolutions Committee shall publish on the Association's website reasonable minimum guidelines for the content and manner of submission of such proposals or petitions, and a proposal or petition that does not satisfy such guidelines may be returned to the person submitting it without being considered by the Committee.”
