Mission and Program Overview

Mission

To distribute educational information to the public about marijuana by increasing, indentifying, and activating supporters of non-punitive, non-coercive marijuana policies.

Major Activities

Activity 2
ONLINE OUTREACH: MPP Foundation conducted a series of tactics via the Web to further MPP Foundation's mission, including (1) producing a series of videos that were distributed via the organization's Web site (www.mpp.org) and YouTube (www.youtube.com/MPPstaff), (2) maintaining a blog (blog.mpp.org), (3) updating Facebook "friends" and Twitter "followers" on news and policy developments, and (4) issuing e-newsletters to email subscribers.
Activity 3
CONFERENCES AND COALITIONS: MPP Foundation's staffers attended and spoke at conferences, reached out to potential allies (with a concentration in California), and strengthened relationships with existing allies for the purpose of building a stronger nationwide coalition to end marijuana prohibition. Specifically, MPP Foundation participated in conferences hosted by the Cato Institute, Reason Foundation, the National Organization for the Reform of Marijuana Laws, FreedomFest, the National Conference of State Legislatures, and a few smaller organizations.

IRS990/ActivityOther/Description0MEDIA COVERAGE: MPP Foundation's staffers responded to reporters' inquiries -- and MPP Foundation's staffers pitched stories to reporters -- on the federal government's reports and surveys, private institutions' reports, litigation developments, foreign developments, new research on the therapeutic uses of marijuana, and so forth. Two examples of national-TV coverage were appearances on CNBC's "Power Lunch" (http://youtu.be/091E8lM-5xs) and CNBC's "Squawk on the Street" (http://youtu.be/Glgkr8AYmNk). One example of local TV coverage was an appearance on the ABC affiliate in Austin (http://youtu.be/Dx9q-sn_7XI). One example of newspaper coverage was an op-ed in the "Orange County Register" (http://www.ocregister.com/opinion/marijuana-380633-federal-bill.html). And one example of blog coverage with a large readership was with Reason magazine (http://reason.com/reasontv/2012/12/15/rob-kampia-interview).
IRS990/ActivityOther/Description1COLORADO RESEARCH AND VOTER REGISTRATION: MPP Foundation conducted an every-other-day "track poll" in September and October to measure how media coverage and paid advertising affect the level of support among the electorate for the legalization initiative that appeared on the November 6 ballot in Colorado. This polling was conducted for research purposes, with the idea of producing a study afterwards on how the public reacts to the information it receives on the marijuana issue. As for grants, MPP Foundation gave $20,000 to the Rocky Mountain Foundation, which engaged the public on the benefits of regulating marijuana; in addition, MPP Foundation gave $10,000 to the New Era Colorado Foundation, which registered voters in a nonpartisan way.
IRS990/ActivityOther/Description2THREE EVENTS: MPP Foundation held three so-called "fundraising events" in 2012 that were really intended to strengthen coalitions among key partners in the battle to end marijuana prohibition in the United States. (As can be seen in Schedule G, the three so-called "fundraising events" raised a combined net of only $3,898, which was expected.) These three events were held in Los Angeles in June, New York City in September, and San Francisco in November. MPP Foundation expects to hold to the same formula in 2013.
IRS990/ActivityOther/Description3RHODE ISLAND LOBBYING: MPP and MPP Foundation succeeded at passing a marijuana decriminalization bill through the Rhode Island legislature in June 2012, which was to take effect in April 2013. In addition, both organizations lobbied for legislation to make marijuana legal for adults 21 and older, similar to the landmark Colorado law that MPP passed in November 2012.
IRS990/ActivityOther/Description4NEW HAMPSHIRE LOBBYING: Recovering from Gov. John Lynch's (D) veto of the medical marijuana bill in New Hampshire in 2009, MPP Foundation pushed hard for the passage of a similar bill in 2012. Unfortunately, this horrible governor vetoed the bill a second time, so MPP Foundation decided to make a full-court press in 2013, because a new (good) governor was elected in November 2012. The prospects of passing the medical marijuana bill in 2013 were looking quite good at the end of 2012.
IRS990/ActivityOther/Description5PUBLIC EDUCATION: MPP Foundation engaged in a range of activities to build support for MPP Foundation's mission among the public, including (1) updating the Web site (www.mpp.org), (2) producing brochures and briefing papers, (3) responding to email inquiries from the public, (4) giving speeches, and (5) tabling at events.
IRS990/ActivityOther/Description6VERMONT LOBBYING: Bouncing forward from a major legislative victory in 2011 -- when Gov. Pete Shumlin (D) signed into law a bill that legalized medical marijuana dispensaries -- MPP Foundation moved forward with lobbying the Vermont government to decriminalize the personal possession of marijuana.
IRS990/ActivityOther/Description7GRASSROOTS LOBBYING IN TARGETED AND NON-TARGETED STATE LEGISLATURES: MPP Foundation issued state-specific email alerts to MPP's and MPP Foundation's email subscribers in most states (and otherwise updated the organization's 50 state Web pages) for the purpose of inducing supporters to contact their elected officials in many of the 50 states.
IRS990/ActivityOther/Description8MAINE ORGANIZING: MPP Foundation commissioned a major poll of voter attitudes in Maine, for the purpose of deciding whether it would be worthwhile to proceed with a long-term project to build public support for ending marijuana prohibition in Maine. The poll results were encouraging, so MPP Foundation launched the project by paying someone to begin the organizing process in Maine.
IRS990/ActivityOther/Description9ILLINOIS LOBBYING: MPP Foundation continued to lobby the Illinois legislature to pass legislation to legalize the medical use of marijuana, which would make Illinois the 19th state to legalize medical marijuana.
IRS990/ActivityOther/Description10DELAWARE IMPLEMENTATION: MPP Foundation influenced the executive branch of Delaware to fully implement the state's medical marijuana law and to improve draft regulations for the patient registry identification card program. MPP Foundation's bill was actually signed by Gov. Jack Markell (D) in the spring of 2011, so the implementation of this state law has been slow-going.
IRS990/ActivityOther/Description11NORTH DAKOTA BALLOT INITIATIVE: MPP and MPP Foundation attempted to place a medical marijuana initiative on the November 2012 ballot in North Dakota, but the two organizations were defrauded by a squad of football players who were subsequently convicted of fraud. As a result, voters didn't have a chance to vote on the question of legalizing medical marijuana in North Dakota. MPP and MPP Foundation will be pursuing the fraudulent actors via a civil lawsuit, in an attempt to recoup financial losses.
IRS990/ActivityOther/Description12MINNESOTA ORGANIZING: MPP Foundation retained a former MPP employee to serve as the lead organizer in Minnesota, for the purpose of building public support for the eventual passage of medical-marijuana legislation in Minnesota.
IRS990/ActivityOther/Description13GRANTS PROGRAM: MPP Foundation awarded a $5,000 grant to the Cato Institute, as well as a $1,000 grant to the Reason Foundation, because both organizations are injecting crucial libertarian/conservative arguments into the public discourse as to why marijuana prohibition needs to end in the United States.
IRS990/ActivityOther/Description14OREGON ORGANIZING: MPP Foundation retained one of the campaign spokespersons from the failed legalization-initiative campaign in Oregon (which received 47% of the vote in November 2012) to build additional public support in Oregon, with the idea of ending marijuana prohibition in Oregon in a few years.
IRS990/ActivityOther/Description15RHODE ISLAND ORGANIZING: MPP Foundation commissioned a short poll of voter attitudes in Rhode Island, for the purpose of verifying what is actually solid public support for ending marijuana prohibition in Rhode Island. This poll -- in addition to MPP Foundation issuing a grant to the Coalition for Marijuana Regulation (otherwise known as Protect Families First) -- served as the beginning of an educational campaign to educate the public that Rhode Island should end marijuana prohibition.
